Proposed Outline of Principles Document

In looking through the entire Principles Document in its current state, it seemed to me that it might be beneficial for us to agree on an outline of the document. To get discussion on this started, here is one proposal. 1. Overarching Principle 2. Principles that apply to Policy & Implementation 3. Principles that apply primarily to Policy 4. Principles that apply primarily to Implementation 5. Principles that apply to role of ICANN staff and/or the Board 6. Hi Chuck, I think this outline works. Ideally, I think it would be great to be able to combine 1. and 2. Not sure why principles that apply to both wouldn't qualify as overarching. If the Overarching Principle was a concise, singular, and controlling principle - I could see having it stand at as its own. As is though I am not sure there is immense value in the distinction between 1 and 2. Also think that we should strive to eliminate 6. and build it into the applicable principle or section.
