IFR: Final Report ready to review; Meeting #19 notes

Dear IFRT, You are asked to do a review of your Final Report<https://docs.google.com/document/d/1ZlSPlVdTxcKunWrTfRMGk5gJQjWypvzF/edit> draft, which includes a new Appendix D (starting on page 77) with the team’s assessment of the comments received during the Public Comment for your Initial Report<https://www.icann.org/public-comments/ifr-initial-report-2020-10-08-en>. The Final Report<https://docs.google.com/document/d/16yOclh2B0uDksmlP7W__PV159_QoWl81/edit#h…> is in Google Docs, so two (2) things to keep in mind: 1. If you don’t have a Google Account, when you first attempt to open the report it will send me a request to grant access. Based on time zones and such, it could be up to 24hrs before you are finally granted access. Google Docs cannot handle all of the formatting of the Report Template we use for final publishing. The cover page is blank in Google Docs, and there may be other formatting issues - but these will all be corrected prior to publishing. IFR: Board answered IFRT's letter regarding Recommendation 2's contract change

Dear IFRT, In accordance with the IFR Bylaws, your co-chairs sent a letter to the Board notifying them that Recommendation 2 required a change to the IANA Naming Functions Contract. (found here: https://www.icann.org/en/system/files/correspondence/neves-samme-nlar-to-ic…) On Friday, 11 December 2020, Maarten Botterman, the ICANN Board Chair, responded with the attached letter, which can also be read online here: https://www.icann.org/en/system/files/correspondence/botterman-to-neves-sam… The ICANN Board has no issues with the recommended contract change. IFR: Initial Report Public Comment has ended

Hello IFRT, With the close of the Public Comment, the next step is to come together in another Plenary Meeting (Kim has sent out the meeting invite for 15 December) to review the comments and determine how to incorporate them into your Final Report. We received six (6) comments from various community groups, and all six recommended that the Board approve all four (4) of the recommendations on your Initial Report. Now to assist you with your next step, I have put all the comments we received into 1 document with a Table of Contents. On the first page I created a matrix to pull out the most important text from each of the comments, which you may find useful. I look forward to speaking to everyone again, but for those of you who are unable to attend the Plenary call, I wish you a Happy Holiday and will ensure everyone gets the meeting minutes. IFR: CSC Letter, ICANN69, PTI Annual Attestations

Hello IFRT, #1. The CSC sent the below email to our co-Chairs, confirming their support for the IFRT's recommendations in the Initial Report. I have added it to your Correspondence table on your wiki. #2. For those who are able, Tomslin will be leading the IFRT’s engagement session at ICANN69. PTI has completed Recommendation #2; the latest PTI Annual Attestation of Compliance and Transparency is on PTI’s Agreements page at https://pti.icann.org/agreements. Dear all, The Engagement Session with the IANA Naming Function Review Team (IFRT) at ICANN69 has been scheduled for 22 October from 7:00-8:00 UTC. IMPORTANT: In order to access the ICANN69 schedule, you must first register for ICANN69 here: https://events.icann.org/icann69-agm/registration. Once you have registered, you will be able to access the schedule here: https://69.schedule.icann.org/, sign-up for the sessions of interest and create your agenda. Please note that participation links will only be published one day prior to the sessions for security purposes.   How to Export the Schedule: If you would like to export your agenda to your personal calendaring tool, sign in on your desktop computer and complete the following steps: * Once signed in > Click on "Schedule" tab > "Full Agenda" or "My Agenda". * Select "Export" > "Export Full Agenda (ics)" or "Export My Agenda (ics)". * A file download will begin and save as "meetings.ics". * Find the downloaded file> Right click on the file, select "Open-as" > Select the calendar program you wish to save these meetings to. * Once the calendar file opens, click "Save". You should now see all your sessions on your calendar program in your preferred time zone. On mobile devices, simply open the mobile app to see your personal schedule. IFR: Public Comment, ICANN69 Session, Next Steps

Dear IFRT: #1. Your Initial Report is now up for Public Comment at: https://www.icann.org/public-comments/ifr-initial-report-2020-10-08-en The Public Comment will end on 02 December 2020. We’d like to encourage you to discuss with your respective SOs/ACS about submitting a comment. #2. During ICANN69, Tomslin will be leading a public session about the IFRT’s work on Thursday, 22 October 2020 at 07:00 UTC. Session information: https://community.icann.org/display/ifr/IANA+Naming+Function+Review If you are able to attend, please register for ICANN69 first. Then click on this session link and in the upper left hand corner, under the session title, you can choose ADD TO CALENDAR. #3. NEXT STEPS: After the Public Comment I will be preparing a Comment Report that gathers all the comments and groups them. Then the IFRT will review the comments, determine if there are any appropriate edits to the Report, and add a section to the report regarding the comments collected. There will be no IFRT meetings during October and November, as the Public Comment does not end until 02 Dec. Prior to December I will coordinate with the co-Chairs on what will be the most appropriate week to resume Plenary Calls.
