RESENDING: ICANN IGO-INGO Curative Rights - For Review - Policy Guidance V2
by Peter Eakin Oct. 14, 2025

Oct. 14, 2025
Dear IRT, As promised, resending the Policy Guidance links ahead of Wednesday. Best, Peter Peter Eakin Policy Research Specialist, Policy Research & Stakeholder Programs Internet Corporation for Assigned Names and Numbers (ICANN) Tel: + 32 493 547 913 Office: 6 Rond Point Schuman, Bt. 1, Brussels B-1040, Belgium From: Peter Eakin <peter.eakin(a)icann.org> Date: Wednesday, 8 October 2025 at 11:57 To: "igo-ingo-curative-rights-irt(a)icann.org" <igo-ingo-curative-rights-irt(a)icann.org> Subject: ICANN IGO-INGO Curative Rights - For Review - Policy Guidance V2 Dear IRT, As promised in yesterday’s email, I’m pleased to share version 2 of the daft Policy Guidance on IGO and INGO usage of the UDRP and URS. The new draft incorporates feedback from the IRT and is available on the IRT Google Drive at the links below – Word docs also attached. A redline with the most recent version shared with the IRT is also provided: Google Drive Links Policy Guidance V2 - https://docs.google.com/document/d/18uF_QDNGni78KdJOOO1t_EKTiLy7ePjdJkEar7p… Redline with previous version - https://docs.google.com/document/d/1LEkUDLCBXxugV0zJC7nSM4QiLC7OqaEd3vJ-Smi… I have also recirculated for context the implementation notes on PDP Recommendations 2 & 3 and EPDP Recommendation 1, which informed our initial discissions on V1 and were first shared with the IRT in May. See Google Doc links below: Implementation Note PDP Recommendation 2: https://docs.google.com/document/d/1rhn4-Ode0ocEdSeWUyA9necMRkRWCX74xqlgmbP… Implementation Note PDP Recommendation 3: https://docs.google.com/document/d/1u7EEfIhFx3oCMv0oOTOpB-WI8ghb9a7UzTivdRz… Implementation Note EPDP Recommendation 1: https://docs.google.com/document/d/1wc8-dpgW2SP1Fb1MBW9Xz2Prl70HUZMz7HRw8mD… As a reminder, the creation of Policy Guidance on this issue was recommended in the PDP Final Report. However, during our discussions I questioned whether Recommendation 2 had been effectively superseded by EPDP Recommendation 1, and if this fact should also be addressed in the guidance. Following IRT feedback, I proceeded on this basis. Accordingly, V2 makes no reference to Article 6ter in regard to demonstrating IGO standing to file, given the IRT’s opinion that they are no longer relevant considering EPDP Recommendation 1. We intend to highlight this development when issuing the document for public comment in November. I will set aside time to discuss any comments or feedback on V2 at our meeting next week, 15 October at 13:00 UTC. Please let me know if you have any questions or experience difficulties accessing the documentation. UDRP/Rules – Version 3 Drafts for Review Ahead of IRT Meeting 15 October
by Peter Eakin Oct. 13, 2025

Oct. 13, 2025
Dear IRT, I hope this message finds you well. Ahead of our meeting this Wednesday, 15 October at 13:00 UTC (please contact Renate if you haven't received the invite), I’m pleased to share Version 3 of the revised UDRP and UDRP Rules. Please find below the links to the Google Docs (Word versions are also attached to this email): * Version 3 of the UDRP and UDRP Rules: These highlight differences from the most currently published versions. New additions is marked in yellow. * Redline comparisons with Version 2: These show the differences from the previous draft for easier review of updates. GOOGLE DOC LINKS: UDRP V3 - https://docs.google.com/document/d/1kLTeMbqAAiSt7Um9RrSgDL2GtCM7l_t9lGuu2r0… UDRP Redline comparison with V2: https://docs.google.com/document/d/11M92GZzq4MlY79vKp5cRTdeJqVQW0m3_h0wc9iA… UDRP RULES V3: https://docs.google.com/document/d/1muDar86sLvMfvLqKTyEFM1Ut5e4IeoXRwyfAmem… UDRP RULES Redline comparison with V2: https://docs.google.com/document/d/1Qx3ipVKZPTy7Z6-3oxD2LIEnJRYCSHgNJY27v-5… These latest revisions aim to address IRT feedback provided during calls and through written comments on Version 2. We've included comments in each document explaining the rationale behind our revisions and editorial choices—particularly in the Rules document, which has undergone significant updates. As a reminder, our shared goal is to finalize a set of draft updates for public comment as quickly as possible in November. While minor adjustments are still possible, we ask that the IRT review these drafts with that timeline in mind. Please flag any critical issues that would prevent us from moving forward with public comment, knowing that further revisions can be made following the comment period. Written feedback on the documents is strongly encouraged. During Wednesday’s meeting, I’ll walk through both documents. I’ll also review the updated draft policy guidance (previously circulated via the list last week—I’ll resend it shortly for anyone who missed it). As always, feel free to reach out to Renate or me with any questions. Looking forward to seeing you on Wednesday, Best regards, Peter Peter Eakin Policy Research Specialist, Policy Research & Stakeholder Programs Internet Corporation for Assigned Names and Numbers (ICANN) Tel: + 32 493 547 913 Office: 6 Rond Point Schuman, Bt. 1, Brussels B-1040, Belgium

CANCELLED | IGO-INGO Curative Rights IRT Meeting #13 | 8 October 2025, 13:00-14:00 UTC
by Renate De Wulf Oct. 7, 2025

Oct. 7, 2025
Dear All, Meeting #13 of the IGO-INGO Curative Rights IRT of 8 October 2025 is cancelled. Please find hereunder a message from Peter. ------- Dear IRT, I hope this message finds you well. Following our second review of the UDRP v2 updates last Wednesday, we have received only a limited number of additional comments on the documents. As there is no new substantive input or material requiring discussion, we have decided to cancel tomorrow’s scheduled IRT meeting (8 October). This will provide the IPT with additional time to revise the latest version of the documents to incorporate the on-call feedback and comments received to date, which we understand reflect the general perspective of the IRT. We plan to circulate the updated draft prior to our next meeting on Wednesday, 15 October, which will focus on identifying and addressing any remaining outstanding issues. On another project matter, I will shortly share the revised Policy Guidance document on the mailing list, incorporating the changes suggested by the IRT. As a reminder, the Policy Guidance is mandated by PDP Recommendations 2 and 3 and was discussed extensively by the IRT in May. We have also sought comments and input on several subsequent occasions, most notably during our second meeting in Prague. The goal is to publish the Policy Guidance for public comment, alongside the updated UDRP and URS policies and rules, in November — in line with the agreed project timeline. We will have the opportunity to discuss any further questions or comments regarding the guidance at our next meeting. As always, please do not hesitate to reach out should you have any queries in the meantime. Best regards, Peter

UDRP V2 Links and Request for IRT Feedback: UDRP and UDRP Rules V2
by Peter Eakin Oct. 1, 2025

Oct. 1, 2025
Dear All, As requested just now on the call – links to V2 of the documents: GOOGLE DOC LINKS UDRP v2: https://docs.google.com/document/d/1eNyRbunzFzwPtYXRqVDiiyRNZzrAM6xomks4GUu… UDRP Rules v2 : https://docs.google.com/document/d/1cKFD2VW5smL0O7m5AKozPLKeRN0pWzQhh8AD0N0… To restate my request on call, while the verbal input shared during calls is always helpful, to stay aligned with our stated timeline for public comment we kindly request that comprehensive written feedback be submitted by next week. As requested on our call, we would greatly appreciate the IRT to: * Identify any critical changes to the latest drafts that you believe must be made before they are issued for public comment, and explain why; * Provide as much specific detail as possible about the changes needed (e.g. whether edits should remove an entire section or just a few lines); * Suggest any replacement text or alternative language if additions or substitutions are recommended; * Indicate any issues with the structure or formatting, e.g. placement of content between policy and rules) * Offer any other feedback as desired. Providing this level of detail will be crucial in helping the IPT finalize the documents and ensure that they accurately reflect the IRTs collective position. Your input will also help us to meet our agreed implementation milestones, which are dependencies within the broader IGO workstream timeline. Thank you in advance for your input, which we look forward to discussing next Wednesday.
