Interested in a breakdown of Uniform Domain-Name Dispute-Resolution Policy (UDRP) decisions in favor of and against registrants? ICANN is publishing the answers to these questions and more. *View CCT metrics <https://www.icann.org/resources/reviews/cct/metrics>.* These metrics, which include data internal to ICANN, such as compliance reports and registry agreements, and external sources, such as UDRP and Uniform Rapid Suspension System (URS) providers, will be made available to the team of community members reviewing the New gTLD Program on Competition, Consumer Choice and Consumer Trust. As one of the evaluations mandated by ICANN's Affirmation of Commitments, the CCT review team may consider various metrics that were recommended <http://newgtlds.icann.org/en/reviews/cct/iag-metrics-final-recs-26sep14-en.…>[PDF, 472 KB] by an Implementation Advisory Group (IAG-CCT). In the trust category, for example, the metrics include how many compliance complaints ICANN has received. Regarding choice, the team may consider where new gTLD registry operators are based and how many offer Internationalized Domain Names (IDN) registrations, among other statistics. Competition will be measured in several ways, including the number of new gTLDs delegated to date, as well as the number of registrations in those new gTLDs. The information on the new CCT metrics webpage is presented in tables and graphics, and categorized as pertaining to compliance, registries, registrars, domain name registrations, domain name navigation or rights protection mechanisms. Complex data reports on certain metrics will be available in downloadable Excel files. Each metric includes details about how the measure was defined, what data sources were used, how the data was collected, and how often it will be updated. In addition to the data contained in the portal, the CCT review team may also consider additional third-party research that ICANN has commissioned. A global survey of Internet users conducted by Nielsen and published <https://www.icann.org/news/announcement-2015-05-29-en> in May 2015 measured perceived competition and choice in the domain name system. A separate economic study looking at competition, currently being conducted by Analysis Group, is scheduled to be published in late September 2015. Twenty eight of the 66 approved metrics will be included on the new webpage; the remainder were incorporated into other efforts, including a consumer survey <https://www.icann.org/news/announcement-2015-05-29-en> and an economic study. With both the ICG and CCWG-Accountability public comments coming to a close, the ICANNBoard plans to submit comments into each process. Firstly, the Board will submit comments on the ICG IANA Stewardship Transition Proposal. We are very appreciative of all the hard work done by the ICG members and the three operational communities to produce the ICG proposal. The main focus of our comments will be on the implementation of the proposals by ICANN as the current IANA Functions Operator. Secondly, as discussed extensively <https://www.icann.org/news/blog/working-together-through-the-last-mile> over the past week, the ICANN Board will submit comments on the CCWG-Accountability 2nd Draft Proposal on Enhancing ICANN Accountability. These inputs will include: - Comments on the mission and core values; and - Suggested enhancements of elements of the draft report; and - A matrix of the key elements proposed by the CCWG-Accountability highlighting the elements of alignment between the Board and the CCWG-Accountability as well as the elements where the Board has suggested enhancements. Fellowship and NextGen Application Rounds Open for ICANN55

This round remains open until 16 October 2015 and successful candidates will be announced on the ICANN website, 11 December 2015. The Fellowship Program The ICANN Fellowship <https://www.icann.org/en/about/participate/fellowships> program seeks participants from developing countries of the world in order to help create a broader base of knowledgeable constituents to engage in the Multistakeholder process and become the new voice of experience in their regions and beyond. All of our dialogues over the past months have been illuminating, challenging and in my opinion, an important and true testament to the multistakeholder model as we work toward the IANA Stewardship Transition. *We support the important improvements for ICANN's accountability contained in the CCWG-Accountability's 2nd Draft Proposal. We endorse the goal of enforceability of these accountability mechanisms, and we believe that it is possible to implement the key elements of the proposal. We want to work together to achieve the elements of the proposal within the community's timeline while meeting the NTIA requirements.* As we enter the final days of the Public Comment period, the Board wants to be completely clear on our position. We are in agreement on key concepts set forward in the CCWG's proposal, for example: - Fundamental bylaws. - Specific requirements for empowering the community into the bylaws adoption process. - IRP enhancements. - Board and director removal. - ICANN's mission and core values. - Strengthening requirements for empowering the community in the budget, operational and strategic planning process. - The incorporation of the Affirmation of Commitments Reviews intoICANN bylaws. - Community ability to enforce the accountability mechanisms in the bylaws. We have suggestions on how these could be operationalized. With regards to the mechanisms for community enforceability, where the current proposal still warrants much detail that may not be achievable we have a suggestion on how to deliver on it in a stable way, as increased enforceability must not open up questions of, for example, capture or diminishing of checks and balances. Let's work together on operationalizing the above principles on which we agree. Once again, we are committed to providing more detail on how these ideas can be operationalized in a way that they can be implemented within the community identified time frame for the transition, as well as have sufficient tested grounds to not result in unintended consequences. During last night's discussion we shared this feedback. All, A few weeks back, several people had asked about whether the community was working on Service Level Expectations for the IANA Functions once the transition was finalized. A group of gTLD reps and ccTLD reps (the primary technical customers of IANA) have been working with IANA staff on coming up with a framework to determine the service levels. Attached is the framework we came up with after a number of meetings and calls. Although the community (prior to our establishment) stated that they were all content with the current performance of IANA, the reality is that very little about their performance was actually accurately measured. In addition, IANA did not (and still does not) have in place the appropriate tools to measure their performance. Though the Department of Commerce had a few service level expectations, they were very vague and all reliant on self-certifications. This framework calls upon IANA to develop the measurement capabilities, measure their performance and then meet with the CWG (or delegates of the CWG) to determine the actual Service Level Expectations. We shared Wednesday that as part of this meeting, the group held a call with the CCWG Chairs, and met with several advisors. Additionally, we met with Larry Strickling, Assistant Secretary for Communications and Information and NTIA Administrator. The Board also held an informational call today. We would like to thank everyone for their time and valuable contributions to our discussion. Also, as reported earlier this week, we have received an impact analysis of the proposal from our external counsel Jones Day. On Monday 31 August, the CCWG will hold a 90-minute call at 22:00 UTC to brief the Board on its proposal, and also provide an opportunity for discussion. ICANN achieves this through the public comment process. In this month's issue we note a number of important public comment developments. Currently, a public comment proceeding on Proposed ICANN Bylaws Amendments recommended by the GNSO Policy & Implementation Working Group's Final Report seeks community opinions about three new GNSO process recommendations. A Final Report produced by the Working Group recommends improvements to the GNSO Council's ability to respond to policy and implementation matters by using new standardized mechanisms instead of existing ad hoc processes. The ICANN Board has asked for community input on the recommendations before it takes any action. (Read more in this issue.) Last month, I wrote a blog post explaining the policy development process as it relates to the GNSO Privacy/Proxy Services Accreditation Issues Working Group Initial Report. That public comment proceeding recently received a remarkable 11,000+ public comments, highlighting the importance of the issue to our community and general interest on the topic from Internet users. The Policy Development Support staff is now working diligently on summarizing the large number of public comments in order to publish a summary report for community review as soon as possible. Of course, the IANA Stewardship Transition Coordination Group recently posted for input the consolidated proposal for the future of the IANA functions, and the Cross Community Working Group on Enhancing ICANN Accountability also published for feedback its second draft report. This issue examines those comment opportunities as well. Whether core policy development work or strategic proposals, we encourage you participate in ICANN's public comment process. Public comment strengthens the multistakeholder model and distinguishes our bottom-up, consensus-driven policy development work.
