FYI. Background section is basically a fact-based information not really subject to interpretation or weighs in on ah obligation. It’s designed to provide information to the implementers who may inquire of the genesis of the new requirement. Right now, I am thinking that we will leave it rather lengthy but after the public comment we may consider shortening it.
