Thanks Osvaldo. That's a really helpful clarification. The application fee remains quite a high barrier to overcome for some potential applicants, who may well need some assistance. My hope was that the application fee would be lower than the first round, where we had limited data to work on, particularly with regard to the costs of evaluating submissions. My personal view is that the ODA estimate is also very optimistic, but I'd appreciate hearing the views of other ISPCP members. The budget for the SubPro is US$70 million, the ODA estimated that there were going to be 2000 applications for new gtlds. ICANN org considered this a maximum estimate and to reduce the risk they made all the calculations based on 1000 applications. This is how they reached the sum of US$208.000 for the application fee.
