Sylvia I don't understand what your problem is - the votes were counted correctly in the GA, the weights were calculated wrongly, and the Returning Officer for the election later indicated that and also indicated the correct result of the calculated vote. The returning officer is usually in charge of the election results until they are checked and certified. This rarely happens immediately (at least in all elections that I have been a part of, and they have been MANY, including one in Brazil), so the story about the Secretariat not being in office after the day of GA is irrelevant, as I believe that Carlton was acting in his capacity of returning officer of the election. And there is no sense to the point about appointing or dismissing, as the only thing that I can see that he did was to indicate the TRUE and CORRECT result of the vote of the GA. (As opposed to the INCORRECT tally caused by a mathematical error) If the arithmetic error is allowed to stand, it will be a gross miscarriage of democracy, in that the intention of the vote as cast by the members of the GA would be discarded and whoever calculated wrongly would be the one deciding the election. So all anyone would have to do to steal an election in the future would be to tamper with the spreadsheet and hence adjust the calculated vote as opposed to the actual votes! What with himself not to understand it is like a taken decision and pronouncing in General assembly, THAT IS SOVEREIGN, can be changed in a simple one teleconferencing without being able of decision and QUORUM andBY a PERSON WHOM IT LEFT TO BE AN AUTHORITY DAY 02/03/2009.
As of that day, Mr. Carlton is single a member more of the LACRALO andno an authority to name and/or to dismiss to anybody.
So far, I urge them to all to which they try to discredit to ours Sovereign assembly (because in his majority they are lawyers and one assumes know law), to that they respect the institutions and is accepted what was decided in General Assembly; who presides over our Thin one is Saline Mr.Sergio I carry.
We have much thing to do in the region; and the manifest commitment of the presents went to put themselves to work.
Let us focus our energy in that commitment and occupy our little one time of volunteers to study the relevance subjects and to instruct to end users of ours regione on these subjects so that we we thus pruned to take its voice until the highest spheres of ICANN.
