Yes and no. IP did not classified is as very special, may only be used between two Latin Small Letter L in IDN. That is defined in one of the IDN RFCs. IP excluded it from MSR, but it might be that there is some text that they are bound to that says that such code points should never be included. Independent, we do not have to expose all discussions with IP. The Latin GP agrees that the Middle Dot should be part of the Latin script repertoire. To that end, we suggested the Integration Panel, back when we were developing the repertoire, to add it to the MSR. The Integration Panel did not agree.
