When Glenn and I looked at this a while ago we tried to focus on populations getting the LEAST representation or with the poorest Internet access. I wish we could focus on getting them engaged and not deciding which imaginary line they're across.
The combined populations of the USVI, Guam, CNMI, and American Samoa are less than that of the least populous US state, Wyoming. Do we have an ALS from Wyoming? R's, John PS: I agree that making artificial distinctions between the US and its territories is a complete waste of time.
