Puerto Ricans are US citizens, they have US passports, and they can travel freely to and from the rest of the US just like any other US citizens. There are surely some Puerto Ricans who wish it were otherwise, but the facts are what they are. PR is part of NARALO beause PR is part of the U.S., not because of its physical location. Cuba and the Bahamas are closer to the mainland US than PR is, but they're in the LAC region because they're not part of the U.S. On the other hand, if we're going to call out Puerto Rico separately, we need also call out the US Virgin Islands, American Samoa, Guam, Saipan, and perhaps Hawaii, all of which are in NARALO because they're part of the U.S. even though they're physically located in other regions. I think that I kind of agree with @John in "calling out" the other territories under the sovereignty of and/or in a Commonwealth relation with the USA, but my solution, instead of excluding them, would be to affirmatively mention all of those that have their own ccTLD. Currently despite our efforts the only locations outside Continental US and Canada we don't have a single US territory as a ALS. The new revised fellowship may change this. We have recorded all the ICANN fellowship for the past 10 years. Moving forward these 15 US territories can apply for the fellowship except the next round which is restricted to only Alumni. Perhaps we can encourage fellowship in those regions we can gain a foothold. Many of the fellows became active, some became leaders and others became ICANN Staff. Here's the thing John. I don't like all this separation and segmentation. Mexico is part of North America but we don't have it in our RALO. The ICANN RALO map reminds me much of the global divisions in 1984. If it's by continent, India and Australia should be their own RALOs. It's not by population, it if was Asia would be divided several times over. Even though Asia/Pacific is one RALO, they have segmented networks within APNIC.
