The last months have seen more activity in the North American At-Large community than in the last few years. We need to do more outreach, as you say, and I am confident that we will continue to do so. More ALSes are coming on board than ever before. If as you say we should do more outreach, any effort you will contribute to bring more unaffiliated users and/or ALSs in the loop will be very much appreciated.
As liaison for part of North America I would be happy to participate/ assist in outreach efforts with regard to NA RALO. With regard to the shape and role of the Liaison for this region, in particular as to whether and how it extends to the USA, The best way to shape that would be to comment on ICANN's strategic planning process and/or make a specific request to the board once the RALO is formed. For those within Canada my job is to be responsive and speak on behalf of your work in forums in Canada. I don't always know what is happening where so do let me know if there is a jamboree in your area!
