Related to this topic: We (the ALAC) needs to act on and ratify the comments on the RAA. Those were supposed to be finalized and to Tim Cole by the end of August. We can't wait now until our monthly ALAC call in October. Maybe this can be a test case where we try to figure out how to move ahead on something. -----Original Message----- From: alac-internal-bounces@atlarge-lists.icann.org [mailto:alac-internal-bounces@atlarge-lists.icann.org] On Behalf Of Alan Greenberg Sent: Wednesday, September 10, 2008 10:56 AM To: ALAC Internal List Subject: Re: [ALAC-Internal] Fwd: Re: [ALAC] Statement on Stakeholder Group Openness Generally agree, but I put this note on the internal list to spark some thinking and then have the discussion in a venue where all folks have a reasonable chance of participating in it (which to date is not one of our mailings lists). I am putting this post in the closed internal list.
I request time in Cairo to have a face-to-face discussion on the types of issues that the ALAC can decide without world-wide consultation, and those IF ANY that, as a duly selected body, it has the authority to do alone, or in consultation with RALO leaders.
If there is some sense of the kinds of issues that are to arise, it is possible for us (RALO chairs and secretariats) to at least get a sense of the overall direction that the ALSs would collectively prefer on such issues. Armed with such a general "mood" but not direction on specific motions, I believe it is possible for each RALO's representatives (their elected ALAC reps plus the chairs and secretariats) to be able to act on issues and motions raised in meetings.
It is reasonable that issues of major substance, as well as those not identified (even generally) in advance be sent back for ALS response. However, I believe that a significant amount of business can be done if the RALOs have been previously surveyed in advance and their views are reflected in the actions of their four reps at the meetings.
If the purpose of this process is to create a draft "point of reference" that is then sent back for ALS review, that is even better. But the timing of some issues may not allow that luxury.
