Wendy I doubt that the budget considered moving considerable numbers of NA members to Asia/Pacific for an MoU signing, but I will check. APRALO is ready and agreed, but they didn't come to Lisbon - the official signing will be at the meeting in the region. The thinking when we did our suggested budget (I was on the ALAC budget sub-committee at the time) was that we would bring ALS reps to ICANN meetings in their region, not around the world. If you check your documentation on the budget discussions from last year, you should see that rationale as notes on the budget proposal. I believe that Africa came to EU for their meeting and signing as it was not more expensive (travel in Africa often requires that one go via Europe to get from one place to another, I've been told) - I can check and confirm the reasoning behind that. I know that LAC is going to San Juan for the GA as the meeting is physically in the middle of our region, and we don't have another in our region for a year and a bit. But generally, those are exceptions that prove the rule. So -I will check as to whether the new budget will cover taking NA to Asia Pacific region in Oct/November (we will be in a new financial year), but I don't think that this is a viable proposal. I'm pretty sure other regions (I'm almost positive LAC will strongly object) will object to what might be seen as special treatment for NA. Otherwise, we have as proposals - NYC in May; Montreal in May; no meeting in May at all, and online drafting and teleconferences to culminate in a single f2f in June in PR. Can the dates be moved? I ask, as many individuals involved in North American ALS discussions will be present at the upcoming Computers, Freedom & privacy conference (CFP) being held in Montreal May 1-4 < http://www.cfp2007.org>
I would suggest possibly moving the date of the meeting, either after the CFP conference in montreal - or having it in montreal to coincide with the CFP. The CFP conference traditionally brought together those working on ICANN issues and as such would be a strategic place to have a venue. it's likely a cheaper venue then the US as well.
Though I haven't spoken with him yet, i would assume that Luc Faubert would be willing to collaborate with me to make the alac-cfp meeting possible.
