With the advent of free long distance the days of area codes as geographic indicators are fast disappearing.
I.10)(4)(ii) Cross-validating registrant phone number area codes with billing addreses is OK so long as there's an exception process for people with ported cell phone numbers and the like. Also note that outside North America mobile numbers rarely have any geographic connection at all and there are lots of people whose only phone number is a mobile.
