By and large, it looks quite reasonable. Most of what it says boils down to requiring that registrars act like businesses. Nits: I.3) WHOIS servers have DNS names, not URLs. I.10)(4)(ii) Cross-validating registrant phone number area codes with billing addreses is OK so long as there's an exception process for people with ported cell phone numbers and the like. Also note that outside North America mobile numbers rarely have any geographic connection at all and there are lots of people whose only phone number is a mobile. Google voice, and also skype, allow one to choose from a wide variety of area codes. With the advent of free long distance the days of area codes as geographic indicators are fast disappearing.

Good point. And, at least in the U.S., you can get a cell phone in the area code of your choice at any mobile retail store.
