What if the webmaster just posted things FROM the committee, from volunteers, would that be OK? In addition, I used to make pointers to news stories around ICANN.org itself, to make documents easier for ALAC members to find. And occasionally I pointed to other posts about other things, like conferences in the Caribbean, ISP providers in Africa, etc. There is a difference in these sorts of tasks, as opposed to acting as a "speaker" for ICANN.
No - it would still need to be cleared through legal if the poster was paid by ICANN.
