By and large, it looks quite reasonable. Most of what it says boils down to requiring that registrars act like businesses. Nits: I.3) WHOIS servers have DNS names, not URLs. I.10)(4)(ii) Cross-validating registrant phone number area codes with billing addreses is OK so long as there's an exception process for people with ported cell phone numbers and the like. Also note that outside North America mobile numbers rarely have any geographic connection at all and there are lots of people whose only phone number is a mobile.
