Hello Luc, Is this reasonable? Two days notice for an election nomination cycle with no real outreach to the community of individuals that constitute the real North American at-large community? Further, I recall that the GNSO took almost a full year to properly select a Secretariat because they wanted to get the job done properly. Does everything have to be done in a hellbent rush just to meet an arbitrary schedule? In the event that our Operating Principles are adopted (the voting period ends today), we are to select our Chair and Secretariat by this Friday.
As per our OP, the Chair will be a person; the Secretariat may be a person or an organization. No other restrictions apply, so they do not have to be from a certified ALS.
You are invited to either self-nominate or propose others before this Thursday 23:59 PST. If our OPs are adopted today, we will vote for our Chair and Secretariat on Friday. The persons/organization with the most votes for each seat will win.
The responsabilities of our Chair are (lifted from our OP):
* The Chair shall act as moderator and facilitator of the work of the NARALO. * The Chair shall be empowered to issue Calls for Statements of Interest for service on the ALAC and to sign and receive any official correspondence to and from ICANN or the At-Large Structures. * The Chair and Secretariat shall be ineligible to serve on the ALAC or ICANN's Nominating Committee in any year in which they serve for NARALO. * In the event that the Chair determines that rough consensus does not exist for the selection of one or more candidates for ALAC seats, the General Assembly will vote. In the event of a tie, the Chair will cast an extra vote. * Rough consensus, as determined by the Chair, will generally be used within the NARALO to manage its current affairs (e.g. producing recommendations to ICANN). * The NARALO Chair is empowered to suspend or restrict a person's posting rights when the content that person has posted is inappropriate and represents a pattern of abuse. The Chair defines and determines what is inappropriate content on a case-by-case basis. Our definitions are not limited to this list. If the Chair suspends posting rights or deletes a comment or link, he will say so and explain why. When determining the duration of the suspension, the Chair is encouraged to take into account the overall nature of the postings by an individual and whether particular postings are an aberration or typical.
The responsabilities of our Secretariat are:
* The Secretariat will have administrative and informative functions. * It will be responsible for maintaining a working communications system and for ensuring the information flux about the issues under discussion between the NARALO participants. * The person(s) fulfilling the function of Secretariat to the NARALO shall be ineligible to simultaneously serve as the Chair of the General Assembly. * The role of the Secretariat could be exercised by a person or an organization, as long as they fulfill the language requirements.
