What you have documented is likely your local equivalent. DROC is a domain name reseller.
DROC and DROA are the same outfit, doing the same fake renewal invoice scam on both sides of the border. They've had legal problems in Canada, too. I believe they are also the same as Libertynames which does a fake directory invoices. My stack of DROA paper mail is now close to 10cm high, so any claims they have been deterred so far are unpersuasive.
