With the exception of U.S. VI we don't have ALSes from the other territories, and we have tried to recruit them...
For some of the Pacific territories, APRALO said "hands off" I think
They better not have -- Guam and Saipan are as American as PR and the USVI.

If we separately call out Puerto Rico, we *must* also call out the US Virgin Islands, Guam, Saipan, and American Samoa, since their status as part of the US is the same as that of Puerto Rico. This is not negotiable.

I really, really, do not want to get into this parochial political fight. Puerto Ricans are US citizens, they have US passports, and they can travel freely to and from the rest of the US just like any other US citizens.
There are surely some Puerto Ricans who wish it were otherwise, but the facts are what they are. PR is part of NARALO beause PR is part of the U.S., not because of its physical location. Cuba and the Bahamas are closer to the mainland US than PR is, but they're in the LAC region because they're not part of the U.S.
On the other hand, if we're going to call out Puerto Rico separately, we need also call out the US Virgin Islands, American Samoa, Guam, Saipan, and perhaps Hawaii, all of which are in NARALO because they're part of the U.S. even though they're physically located in other regions.
