A briefing on the RAA is happening _after_ the deadline for comments has passed, unless the comments are in French or Spanish in which case comments are still accepted.

Regardless of the words that Staff used, it is unreasonable to expect an ALAC position to be given until all of our members have read the documents and had an opportunity to consult with their constituents. That being said, we need to get better (one way or another) at doing things in a more timely manner. Alan
