Well, then you open the issue of why there should be a RALO with only three participating jurisdictions. Funny, elswehere in the world the RALO boundaries are drawn on continental boundaries. Newcomers can only wonder about the politics behind the decision to keep the Caribbean and Mexico out of North America on ICANN's globe.
