Changed parag. 13 to: 13. In the event that the Chair determines that rough consensus does not exist for the selection of one or more candidates for ALAC seats, the General Assembly will vote. In the event of a tie, the Chair will cast an extra vote. _________________________________________ Luc Faubert Conseiller en gouvernance TI et en gestion du changement / IT governance and change management consulting +1 514 236 5129 www.LucFaubert.com www.isoc.qc.ca www.ccig.ca www.maillons.qc.ca

As the Chair, I'd rather not pick someone. The original goal of the draft was to avoid voting altogether, since that's a rat hole too, as we have various organizations of unequal size. On the first draft, we had passed "no consensus" situations to the Nominating Committee for resolution, but I seem to recall that ICANN rejected that option for some reason. If it's a decision between "chair picks" and "voting," however, I'd go with voting. Are there any options we hadn't considered?
How about... a conventional vote is taken, but the Chair casts an extra vote in case of a tie.
Alternately, the chair doesn't vote _unless_ there's a tie.
