Toronto is the only international destination available from Laguardia and a number of small airports such as Dayton and Manchester.
Montreal all has already hosted an ICANN meeting, and I am certainly not volunteering to do another, but to set the records straight, we do have service from LaGuardia and other non-international US airports.
Sorry, didn't know about Montreal already hosting.
And the US pre-clearance is available in a number of Canadian cities. The only equivalent I'd seen elsewhere is French pre-clearance at the Geneva airport and on the British side of the channel train.

The US also has pre-clearance in a number of islands (Bermuda, Bahamas and perhaps 1 or 2 others) and has immigration pre-clearance (but not customs) in Shannon and I think Dublin. An agreement has been signed to upgrade the Irish pre-clearance to full Canadian-like pre-clearance in the near future. For Geneva, I have never entered France from the airport, but my recollection is that the airport is physically in Switzerland but bordering on France, and it has sections that are technically deemed to be in France. Although I guess that is pre-clearance, it is so only by a matter of a very short distance. Alan
