Election for NARALO ALAC Representative
Dear all, We recently sent out an email to the global list with a summary of the regional provisions governing the ALAC elections and a proposed timeline for the regional elections . This email is to provide you a detailed overview of the situation in North America and assist you with the organization of the elections. There will be one NARALO ALAC representative up for election this year as Beau Brendler¹s term ends at the close of the Cairo meeting. Please note that Alan Greenberg¹s term also expires at the close of the Cairo meeting. His seat will be filled by a NomCom appointment which will be announced in September. Beau Brendler has been nominated for a second term in an email sent by Robert Guerra on June 7th. Nick and all, Seems that the NARALO doesn't represent users stakeholders as they are not able to vote as individuals. Such leaves the vast majority of Stakeholders, both Domain Name holders and non domain name holders without an ability to have a voice and a vote. This doesn't jive well with ICANN's MOU and as such cannot meet the open, transparent, and accountable requirement of the MOU accordingly. At-Large Staff wrote:

According to recently posted records mainted by ICANN Staff and available on the Announce list, NARALO elected representatives have failed to meet their ALAC participatory obligations. Under ALAC Internal Rules of Procedure (21.10), the ALAC Chair is now supposed to privately confer with these members and encourage them to submit their resignations within two weeks. In view of the fact that the NARALO is supposed to be conducting an election, I would deem it prudent to wait for these resignations prior to officially commencing with the current election cycle.
Danny and all, I concur. Further one of the candidates seems also to what I consider less than qualified under the rules as well. As an aside, the "Rules" were not voted upon by the members, and are not appropriate in several instances especially in regards to the participation requirements. Setting rules as a means of limiting participation doesn't seem to be in keeping with the MOU and as such cannot possibly be representative of the vast majority of stakeholders/users accordingly. Jacque and all, Now this is a very good point! Well done. I've had this problem on several such conference calls, even ICANN's own. Their method seems to need significant technical adjustment, as has ICANN's for a number of years. Not likely in my or your lifetime I'm afraid... But when there exists a lack of good leadership, and proper allocation of funding, these sorts of issues crop up and often linger for a very long time... Such is the case here, IMO. Relying too heavily on volunteerism is almost always a recipe for many failures that become repetitory. The UN for instance has demonstrated this fact for several decades now, and as a result has lost much of it's once strong hope for it's endeavors. "Jacqueline A. Morris" wrote:
