The 4k accreditation fee is on top of the 19k proposed new fee. But the 4k now includes access to all ICANN TLD's. (ie: no more $500 per TLD fee). So it will be basically 23k to be a Registrar, plus 25 cents per domain year transaction. Are you sure about that?? I don't think so. In my communication with kurt I am given to believe that the 19k is separate and the 4k is separate bhavin
