The is the 1st place in the document where "former service address" was used and it state that "the intention for operating the former service address" Here the confusion is with the word "intention for operating the former service address" Intension seems like a future thing and it look like something that would happen in future.
My understanding of that what is meant here is the intention on the future use of the former service address.
The public notification happens before the change, so technically what is meant is the future use of the current service address once it becomes a former service address.
