While Brazil is still evaluating the changes suggested by Denmark, it is important to stress that according to the Dublin Communiqué, the GAC has explicitly expressed the importance of having (i) the need for consensus advice and (ii) the autonomy of each AC to determine its definition of consensus applied to all ACs. I don't see this reflected in the 4th column of Section 2 of the new document.
