i think this reference to numbered strategic objectives in the prose is extremely confusing and distracting. if you want to tie recs to SOs, may i suggest doing that in a separate table, and just have the recs be as concise and coherent as possible?
otherwise, can someone please put a table of the SOs inside the same document?
