Thanks, Rubens. A change in the program affects applicants as they move through the program/evaluation (for example, more costs arise than previously anticipated). If there are changes that affect how registries operate than this would presumably be based on the RA which, to the point I made to Jeff, would be a policy change not an operational change. It could probably be made more generic tuning it to the mission of the TLD. This includes the many facets of impact that may happen to an application.
