IS ICANN Hotline an employee whistleblower program

Hi, Having read the documents provided and then withdrawn I feel safe saying: - ICANN does not appear to actually have a whistleblower program - it has a hotline for informing it about things that might endanger ICANN. It is not a accountability nor transparency mechanism. In some ways it seems more suited as a cover-up mechanism. - ICANN does not protect the whistle blower in any way for employment consequences. - ICANn does not make any results or statistics available on the Hotline program. There is NO transparency to its operations. - ICANN does not meet the requirements as contained in the One World Trust report and as recommended by ATRT1 consultations. Unfortunately ATRT1 was focused one the GAC and the Board, this is one of the things they ignored. I also find no explanations in the ATRT1 report or appendices on why they ignored this topic or the comments/recommendations that the ATRT1 received - The full details of any hotline reports are sent to: > Upon receipt of a report, Lighthouse shall simultaneously notif via email > > ICANN’s Chief Operating Officer, > ICANN’s General Counsel > and Secretary, > ICANN’s Deputy General Counsel responsible for employment matters, > and ICANN’s Director of Human Resources > (“Hotline Committee”). It is my beleive that the continued absence of such a properly constituted program is a barrier to accountability and transparency. avri

Whistleblower support - Review and Recommendations

Hi, Was not quite ready to present this at this week's meeting as I had not had a chance to write anyhting up. Plus I was waiting on the decsion regarding the outside evaluator since that would affect how this got done. Since obtaining an outside evaluator for this task was ranked quite poorly in the pool, it is an activity that the members of the team would need to take on, if ithe review is to be done at all. In this note, I want to suggest that this is something that WS4 take on this issue. While the Whistleblower recommendations was not carried through in the ATRT1 recommendations, it was one of the recommendations made by Berkman in Section 2.4b of their report, which is included in the final ATRT1 report. In this they refer to the One Work Trust Accountability and Transparency review that had been done the year before. With some of the issues that have been mentioned in the confidential list, some of the issues that have been made public in domainincite and elsewhere, I beleive this is a Question that must be answered: - Has ICANN met the requirement for supporting a Whistleblower program that meets current best practices With the general awareness in society these days that a good whistleblower program is necessary for two reasons: - without a safe and reputable whistleblower, it is impossible to legitimize a transparency program - the absence of a safe whistleblower causes the information to come out is some other manner I hope we can include this among the topics this WS can deal with. thanks avri

Work Stream 4 Allocation of Reading Assignments

We have considered already existing involvement of the members of this work stream in the other workstreams and ongoing activities on the members of this team. 1.Looking at the recommendations of the three other groups – ICANN’s interpretation of review team recommendations – ICANN’s implementation of the recommendations. Asking the question: “Does it satisfy the standard outlined in the affirmation?” - David Conrad, Olivier Crépin-Leblond, Xinsheng Zhang 2.Review the Board and staff process used to review, implement and oversee recommendations of review teams. - Avri Doris, Brian Cute, Fiona Asonga 3.Review actions of the Board and staff in ensuring public interest - Alan Greenberg, Stephen Conroy, Lise Fuhr 4.Accountability + Transparency = Legitimacy towards Governments and the larger Internet. How is ICANN outreach doing?
