There's also a proposed amendment to be considered, as listed in the UN Journal: https://undocs.org/en/A/79/L.3 It's an amendment for the Pact, rather than the GDC, but since it's for the first section of the Pact, it means it's an umbrella concept that applies to the rest of the text, including the GDC.
