There's also a proposed amendment to be considered, as listed in the UN Journal: https://undocs.org/en/A/79/L.3 It's an amendment for the Pact, rather than the GDC, but since it's for the first section of the Pact, it means it's an umbrella concept that applies to the rest of the text, including the GDC. Hi everyone, The PotF and its annex documents (including the GDC) were adopted by consensus. The amendment<https://documents.un.org/doc/undoc/ltd/n24/272/07/pdf/n2427207.pdf> proposed by Belarus, Korea, Iran, Nicaragua, Russia, and Syria was considered by the membership. However, the majority of the membership voted in favor of "no action", as proposed by Congo on behalf of the African Group. Only the Member States who proposed the amendment and Sudan voted against the "no action" proposal (with 15 abstentions)! I fully agree with your suggestion: as we approach WSIS+20 in 2025, aligning SDGs with WSIS Action Lines is crucial and should be a primary focus. Wolfgang cc as above Good afternoon. Along with the piece by Pari, I feel your article has stimulated a lot of thought and reflection. Your analysis of recent multilateral agreements was most interesting. I was personally surprised on the agreement on Cybercrime when for some many years many governments (including our own) had argued against a global treaty. Guess (as you say) we are not there yet but hopefully this will end up beneficial to all countries. As to future I am relatively optimistic (compared to where we were say in 2012 with ITU) and see the GDC as quite a positive outcome. While it demonstrated clear process problems (which hopefully can be overcome for WSIS+20) I thought the substance was generally positive. Think it should lay a foundation for WSIS that will take us beyond dissecting Tunis Agenda and endlessly discussing Enhanced Cooperation . We will see. Hi Jimson, as we disucussed ten years ago in the UNCSTD WG on IGF Improvement, the best option for a finanically strong IGF is a diversified system, where all stakeholders contribute to the budget. This would guarantee a certain level of independence. The problem is, as we have seen in the last years, if all contributions are "voluntary", the risk is high, that the "real budget" is too small to survive but too big to die. And this reduces the impact of the IGF into global policy making in the digital environment. There should be some regulations how big governments as well as VLOPs (Very Large Online Platforms) has to contribute with substantial sums to the IGF budget. wolfgang

Hello distinguished Prof. Emeritus Wolfgang, Thank you very much for your response. If you can recall at the CSTD Working Group on IGF Improvement in 2011-2012 time-frame, funding was a major discussion point and it was from that brainstomring that the IGF Support Association (IGFSA) was conceived. Yes, it would have been nice to have an established and predictive funding stream for the IGF but I think the fuel for its survival so far has been its relevance as we see Saudi Arabia and many once opposed to IGF welcoming it. I believe when we get to the position of universal consensus on this, it'd happen. In the meantime, stakeholders should continue to contribute to the funding of the Secretariat. ICANN, the BC, Google, RIRs, etc have been supportive in this regard through IGFSA and they should not relent. Nevertheless, I think the output and outcome of IGF viz its capacity development opportunities, summary documents, repositories and the proliferation of NRIs are excellent pointers to its growing strength. If you can recall at the CSTD Working Group on IGF Improvement in 2011-2012 time-frame, funding was a major discussion point and it was from that brainstomring that the IGF Support Association (IGFSA) was conceived. Yes, it would have been nice to have an established and predictive funding stream for the IGF but I think the fuel for its survival so far has been its relevance as we see Saudi Arabia and many once opposed to IGF welcoming it.
I believe when we get to the position of universal consensus on this, it'd happen. In the meantime, stakeholders should continue to contribute to the funding of the Secretariat. ICANN, the BC, Google, RIRs, etc have been supportive in this regard through IGFSA and they should not relent.
Nevertheless, I think the output and outcome of IGF viz its capacity development opportunities, summary documents, repositories and the proliferation of NRIs are excellent pointers to its growing strength.

I’d like to echo and expand on two of the points you made: 1. *The Need for a Stable and Secure Financing Mechanism* The responsibility of “Very Large Online Platforms” (VLOPs) to support the Internet Governance Forum (IGF) cannot be overstated. At present, their financial contributions to the IGF remain disproportionately small, despite the fact that they are among the primary beneficiaries of a secure, stable, and well-regulated Internet ecosystem. It is imperative that these platforms embrace their Corporate Social Responsibility (CSR) obligations by playing a more significant role in ensuring the IGF’s long-term viability and effectiveness. 2. *Revisiting and Integrating WSIS Action Lines and SDGs* A pressing issue is the necessity to reassess and better harmonize the 11 WSIS Action Lines with the United Nations Sustainable Development Goals (SDGs). This misalignment was a focal point of discussions in Riyadh. The core problem lies in the fact that these frameworks are managed through separate processes, led by different entities in New York and Geneva, with minimal coordination between them. Establishing a stronger connection between these initiatives is crucial to ensuring that digital governance and development efforts effectively advance the SDGs. Achieving this alignment will require enhanced collaboration, unified objectives, and integrated strategies, creating a cohesive approach that ties digital policy directly to global sustainability goals. Both of these points underscore the importance of creating cohesive, well-supported mechanisms that advance global Internet governance while addressing the intersecting challenges of sustainable development.
