We strongly urge States, in building the information society, to take steps with a view to the avoidance of, and to refrain from, any unilateral measure not in accordance with international law and the Charter of the United Nations that impedes the full achievement of economic and social development and hinders the well-being of the people of the affected countries. This may be presumptuous but I think the language could be clearer, for example: 50. We strongly urge States, in building the information society, to carefully consider and comply with established principles of international law and the Charter of the United Nations and to refrain from any unilateral measure that impedes or hinders the full achievement of economic and social development of its people. We encourage all States, when enacting and enforcing laws and policies affecting participation in the information society, to promote the well-being of the people of the affected countries through advancement of digital connectivity and access to information for all populations.
