Many thanks Israel. While this comment may be more draftsmanship than substance, it appears to me that the following language is a bit awkward. 50. We strongly urge States, in building the information society, to take steps with a view to the avoidance of, and to refrain from, any unilateral measure not in accordance with international law and the Charter of the United Nations that impedes the full achievement of economic and social development and hinders the well-being of the people of the affected countries. This may be presumptuous but I think the language could be clearer, for example: 50. We strongly urge States, in building the information society, to carefully consider and comply with established principles of international law and the Charter of the United Nations and to refrain from any unilateral measure that impedes or hinders the full achievement of economic and social development of its people. We encourage all States, when enacting and enforcing laws and policies affecting participation in the information society, to promote the well-being of the people of the affected countries through advancement of digital connectivity and access to information for all populations. Hi everyone, Please see attached *a Technical Community Coalition for Multistakeholderism* (TCCM)âs input to Rev. 1 of the WSIS+20 outcome document, including the list of endorsing organizations that have signed up as of today. Thank you Jodi. Terrific substance in this TCCM comment! One question I have is about IGF Outcomes because a later contributor seemed to object to the use of "Outcomes" in connection with IGF work and suggested some other word. TCCM definitely refers to contributions from IGF as "outcomes" and I am wondering why anyone would object to that? Separately, on fragmentation of the Internet, as previously stated, I think the language of Rev 1 Paragraph 50 is very awkward. It says: 50. We strongly urge States, in building the information society, to take steps with a view to the avoidance of, and to refrain from, any unilateral measure not in accordance with international law and the Charter of the United Nations that impedes the full achievement of economic and social development and hinders the well-being of the people of the affected countries. Though I know they are trying to shorten the document, I think the following would be clearer and would emphasize positive steps, e.g. referencing a State "promoting" the well-being of its people rather than "hindering". 50. Thank you Anne! On your question about IGF âoutcomesâ, TCCM used this term in our Rev. 1 input because it is used in paragraphs 97 and 99 of Rev. 1. I donât recall seeing the objection you mention; I wonder if it was made on the basis that the term âoutcomesâ might suggest âdecisionsâ, as the IGF is famously âfor decision makers, not decisionsâ. The alternative word suggested might have been âoutputsâ as this is what appears to be used on the IGF website <https://intgovforum.org/en/content/igf-2025-outputs>. Hi Jodi, Outcomes implies that the decisions are potential binding to concerned parties, Outputs may not, it provides leeway for anyone that finds the substance useful to take advantage of it. Regards On Wed, Nov 19, 2025 at 4:57âŻAM Jodi Anderson via wsis20 <wsis20@icann.org> wrote:
