It would be very convenient to take into account not only the cost of implementation to make the decision. A very important point is that this is one of the diversities that ICANN must protect and promote. Of all the diversities, it is one of the most contributes to the active participation. It provides a rich diversity of opinions, significantly expanding the contribution of geographic spectrum, idiosyncracy, social values, and even gender. It should be considered an investment, not a cost.
