New section - ICANN Community Assembly
Hi all I have taken the draft material from an older paper about the ICANN Community Assembly and pulled it into one place. Please see attached and debate away! I've tried to be clear on its solely advisory nature, and have suggested that this would be the forum to use for the Public Accountability Forum suggestion made by advisors a while ago. best, Jordan -- Jordan Carter Chief Executive *InternetNZ* +64-495-2118 (office) | +64-21-442-649 (mob) Email: jordan@internetnz.net.nz Skype: jordancarter *A better world through a better Internet *
Quorum Dear All, I have attended tens of voting process. A prerequisit of any decision making body or voting is to have Quorum , usually simple majority, without that the decision is VOID and INVALID. I have not seen any direct refernce in the community empowerment to the fundamental prerequisit Quorum Regards Kavouss 2015-07-25 4:57 GMT+02:00 Jordan Carter <jordan@internetnz.net.nz>:

Dear all, dear Kavouss, This paper and email thread are only about the ICANN Community Assembly, which is a discussion forum. There are no votes and no quorums in this body. We DO however need to make sure to discuss quorum when it comes to decisions of the community member. So thank you for raising this and we will take it into account in the next drafting of that paper. bests Jordan On 25 July 2015 at 20:36, Kavouss Arasteh <kavouss.arasteh@gmail.com> wrote:

Thanks Jordan, this looks very good to me. I’ve made a few proposed red-lined edits in the attached, supported by comments. Happy to discuss further. Hello, Just curious, why do we need a separate group of people to form ICA? why can't the current leadership of various SO/AC represent ICA? I am a little concerned by these small silos and titles we may be creating unintentionally. It is not also clear whether this ICA formation and its activities would be triggered as a result of need to exercise 1 or more of the community powers. That said, since ICANN is going member route post-transition, I think an assembly should indeed be open to all that are available, this mean it's something that should normally hold during one of the 3 ICANN public meetings just like it's the case with public forums. Thanks Ed. Totally agreed. We need to support all the ICA members for attendance. They have an important function and not supporting all of them equally might even affect the accountability structure that we want to implement at present which aims to give all the stakeholdergroups a chance to participate in holding ICANN accountable.
