Re: [ALAC] [IANA-issues] draft charter
Dear Tijani, thank you for this. I am happy with the Charter as a whole except I have queries for the following: /_Relationship to CCWG to Develop an IANA Stewardship Transition Proposal on Naming Related Functions _//[MK2] <#_msocom_2> //__/ ///The IANA stewardship transition process is taking place alongside a parallel and related process on enhancing ICANN accountability. While maintaining the accountability of Internet identifier governance is central to both processes, the CCWG to develop an IANA Stewardship Transition Proposal’s scope is focused on the arrangements required for the continuance of IANA functions in an accountable and widely accepted manner after the expiry of the NTIA-ICANN contract. Accountability for the administration of the IANA functions (i.e., implementation and operational accountability) is not within the scope of this working group as it is being dealt with by the CCWG to develop an IANA Stewardship Transition Proposal. Nevertheless, the two processes are interrelated and interdependent and should appropriately coordinate their work./ ------------------------------------------------------------------------ I have trouble understanding the end of this paragraph. There is an ambiguity that needs to be cleared up - "the scope of this working group".Furthermore, it becomes unclear what accountability one is speaking about - I note here, INCLUDED are "accountability of Internet identifier governance", "continuance of IANA functions in an accountable and widely accepted manner" but apparently NOT "Accountability for the administration of the IANA functions (implementation and operational accountability)". What's IN and what's OUT is important since this is a factor that can be used to determine the outcome of the work. Please have the drafting Team clarify. Dear all, Please find attached the draft charter with the proposed wording on section II (problem statement) in which I try to differentiate the issue of ICANN’s accountability with regards tho the IANA functions and that of ICANN’s as an organization in front of its community. All comments are welcome. Best regards, León

O tend to agree with Olivier there is a jack if clarity here . For me there is an accountability IANA shall present to the community and it is related to its full administration and operational process. Nevertheless in my view there is another element shall be taken into consideration and it is the oversight body - if there will be one- and it's accountability to the whole community. However none of the mentioned above accountability processes , if I understood correctly is in the text. Hence, a clearer explanation needs to be included. Thank you Olivier for your mail. This paragraph is to say that the accountability for the administration of the IANA functions in an accountable and accepted manner after the transition is dealt with by the CWG (IANA Stewardship transition), and thus is out of the scope of the CCWG on ICANN accountability and governance. I do understand the confusion you may have because this paragraph was put under the scope of the work stream 2, which is wrong. I will propose to move it above the definition of the work stream scopes. ---------------------------------------------------------------------------- ---- Tijani BEN JEMAA Executive Director Mediterranean Federation of Internet Associations (FMAI) Phone: + 216 41 649 605 Mobile: + 216 98 330 114 Fax: + 216 70 853 376 ---------------------------------------------------------------------------- ---- De : Olivier MJ Crepin-Leblond [mailto:ocl@gih.com] Envoyé : dimanche 26 octobre 2014 17:50 À : tijani.benjemaa@planet.tn; iana-issues@atlarge-lists.icann.org; 'ALAC' Objet : Re: [IANA-issues] draft charter Dear Tijani, thank you for this.
