ICANN Seeks Public Comments on Proposed Terms of Reference for Independent Review of the At-Large Advisory Cmt. (and At-Large structures)
Dear members of the At-Large community: Please be advised that, on 30 March 2006, ICANN posted for public comments proposed Terms of Reference detailing questions that would guide the independent review of ICANN's At-Large Advisory Committee and global At-Large structures and processes <http://icann.org/announcements/announcement-2-30mar07.htm>. The public comment period will conclude on 29 April 2007. Please send comments to: <alac-review-tor@icann.org>. View comments at: <http://forum.icann.org/lists/alac-review-tor/>. ICANN's Board directed staff to post these proposed Terms of Reference for public comments, and input from the ALAC, RALOs and At-Large Structure groups is specifically requested. Recognizing that the ALAC and the global At-Large infrastructure that includes Regional At-Large Organizations and groups certified as At-Large Structures are interconnected, the Review will address all of these elements of At-Large involvement in ICANN. Review of the ALAC will be conducted in an objective way by an entity or entities independent of it, under guidance from the Board on the Review's Terms of Reference. The results of the Review shall be posted for public review and comment, and shall be considered by the Board. ICANN's bylaws require that Supporting Organisations, Councils and Advisory Committees be independently reviewed. As provided in the Bylaws, consideration by the Board includes the ability to revise the structure or operation of the ALAC by a two-thirds vote of all members. The proposed Terms of Reference include several important questions that the Board feels the Review should address. The proposed list of questions, however, are not intended to be exhaustive, particularly as the initial results of the Review may suggest related questions that should also be answered. because ICANN's bylaws require all supporting organizations, councils etc to be reviewed on a regular basis, and the ALAC structures haven't yet been reviewed, and are behind schedule for review <http://www.icann.org/general/bylaws.htm#IV-4>. This might be a positive step. With RALOs in place, an outcome might be to allow for more direct representation rather than the current rather weak and indirect liaison structure. Perhaps... I totally agree with you Adam - that's what I'd love to come out of the review. Franck, the RALO structure for ALAC was set up a while ago. While the timing is important, what is critical is relevance, and the approach/methodology used. We also need to ensure that this review is useful in a way that responds to ALAC's needs and priorities (e.g allowing for more direct representation), it is therefore important that we actively participate in the process from the onset, to also ensure that basic guiding principles (transparency, impartiality, etc) are adhered to. alice carlos aguirre wrote:

I also had felt that this Review is challenging as Carlos and others point out that RALO activities are just beginning, even though the framework was implemented more than three years ago. So, unlike the GNSO review or NomCom review, which examine the continued activities of three years plus, ALAC review is targeting on a quite new activities, like inspecting newly-born baby, not three-year old child, thus the methodology should carefully be examined before applying to the new creature. However, AtLarge, or Membership issue has a long history at ICANN, from the very beginning of the organization. I would dare to compare it almost as "the orignial sin" Some of you are tired of this, I am sure, but still worth to note to newly joined people, I think. Please ignore the next para if you all know about this already. First, it was a hot subject of devate in the formation process called IFWP. I was an accidental chair of Membership workshop at IFWP in Geneva and Singapore. But Open membership was not included in the first version of Bylaws of ICANN, but open membership was mandated by US DoC to officially recogniaze ICANN. Then ICANN followed this mandate, created Membership Advisory Committee (MAC) to which I was one of ten members. MAC proposed to have global electoin of 9, to become ICANN Board, election implemented in 2000, with only 5 as the first trial, then a review of whole AtLarge, not only of election as originally proposed, came and just before its conclusion by ICANN AtLarge Study Commitee (ALSC), out-of-blue "reform" was initiated and the idea of AtLarge membership was totally deleted from the final version of Evolution and Reform Committee draft recommendation. Some of us lobbied and the compromise given was ALAC/RALO/ALSs. Here, we have four RALOs just formed. It is still in its infancy, very new and crude, perhaps. In Lisbon, I could not help but ask myself: "Now the ship is built, but do we have sufficient food and water to the big voyage to come?" at the signing ceremony. Could we come back to the base port? As Alice wrote, I agree it is "relevance", look at the reality, not the theoretical framework per se, that is very critical for this review. What are the difficulties or challenges, shortcomings of current ALAC activitiew, and what are the possible measures to improve them and bring life to the original purpose of implement meaningful participation in ICANN policy development, which, in my personal opinion, requires more direct representation AND strong ICANN community support. best, izumi 2007/4/6, alice <alice@apc.org>:
