To be totally correct, this has to read either (if the passive voice is preferred): "If five (5) or fewer candidateshave been nominated for membership . . .! or; alternatively (in the event that you prefer the active voice): "If proposers have nominated 5 or fewer candidates . . ." Nigel PS: (A trivial aside you might enjoy . . ) Full marks for the use of "fewer"; it is is precise, elegant and 100% correct --- most native-speakers in the British Islands (including, to my shame, me, when I'm not paying attention) more often, and quite incorrectly, use the word "less" instead these days.
