Council Decision: ccNSO Council Statement as input public comment second ToR pilot Holistic Review
Dear all, As indicated in yesterday’s email on ICANN’s public comment forum on the second version of the Terms of Reference for the pilot Holistic Pilot has opened (https://www.icann.org/en/public-comment/proceeding/pilot-holistic-review-rev...). As next step you are asked to decide whether to initiate the ccNSO Council Statement process ( see section 3 and 4 in https://ccnso.icann.org/sites/default/files/filefield_47783/guidelines-state... ). Under the assumption you have no objection, I want to suggest that the drafting team of statement on first ToR, will again prepare the draft. Members were: Tatiana, Irina, Alejandra, Chris, Jordan, Pablo Sean and Stephen. Decision – The ccNSO Council initiates the ccNSO Council Statement as provided in the relevant Guideline (https://ccnso.icann.org/sites/default/files/filefield_47783/guidelines-state...) to provide input on the second draft Terms of Reference for the pilot Holistic Review. Closing date of comment period is 27 November 2023. I haven't not read ToR carefully but I listened the webinar on Aug,21 when it was presented an my impression was the same as Jordan's - it improved Given the previous comments from ccNSO Council and importance of the Holistic Review I believe we should submit a comment - even if it would be only 'Thanks to drafting team, good job, we are happy with it' I'm happy to participate. We can probably catch up in Hamburg and draft some text. Hi all, I am happy to participate in the drafting team if we decide to submit a statement. From a quick look, my impression is that there are improvements. As we have time till the end of November, I agree with Irina that we can catch up in Hamburg and draft a submission if needed. I will take a closer look before Hamburg to see if there is something that could cause concern. Dear all! I probably risk to be considered a tiresome person, but there are only 7 days remaining till the end of the Public Comment period on the second draft Terms of Reference for the pilot Holistic Review. Closing date of comment period is 27 November 2023. My understanding is that nobody has expressed any objections to the second draft version and we can submit a short statements thanking the drafting team for their efforts. However it seems we have no time to go through the process to prepare the ccNSO Council Statement as provided in the relevant Guideline (https://ccnso.icann.org/sites/default/files/filefield_47783/guidelines-state... ) Any thoughts? I probably risk to be considered a tiresome person, but there are only 7 days remaining till the end of the Public Comment period on the second draft Terms of Reference for the pilot Holistic Review.
Closing date of comment period is 27 November 2023.
My understanding is that nobody has expressed any objections to the second draft version and we can submit a short statements thanking the drafting team for their efforts.
However it seems we have no time to go through the process to prepare the ccNSO Council Statement as provided in the relevant Guideline ( https://ccnso.icann.org/sites/default/files/filefield_47783/guidelines-state... )
Any thoughts?

I am happy to participate in the drafting team if we decide to submit a statement. From a quick look, my impression is that there are improvements. As we have time till the end of November, I agree with Irina that we can catch up in Hamburg and draft a submission if needed. I will take a closer look before Hamburg to see if there is something that could cause concern.
