Dear Councillors and SOPC members During the SO/AC Chairs roundtable at ICANN 78 the attached document was presented seeking our feedback. It is a recommendation to end the Additional Budget Request (ABR) process beginning in Fiscal Year (FY) 2025, and for community groups to utilize the annual operating plan and budget (OP&B) process for all resource requests moving forward. To date the ccNSO has not made such a request, so we have no experience on this matter. Therefore, may I suggest that we decline commenting on this topic? Why they felt it was necessary to go down this route, and what they were looking for with “out of band” funding? 2. Their thoughts on ICANN Org’s proposal to terminate the ABR process? It is up to us (community, ccNSO committees, council) to decide and request (if needed) It seems that ccNSO used ABR opportunity at least once – to ask for translation services. Dear Irina, all I agree with Irina that we need to separate two topics: 1. Whether the ccNSO wants specific, additional activities, for example for strategic meetings, additional travel funding slots, etc. 2. The process for requesting budget and granting additional budget for a limited period of time With respect to funding of activities: To date the ccNSO has requested additional travel funding slots once, in 2017 as part of the regular comment FY 2018 Budget comment process ( see: http://mm.icann.org/pipermail/comments-fy18-budget-08mar17/2017-April/000011... ). This request was granted and included in the regular budget. As to interpretation, this was budgeted by ICANN as an ABR for FY 23 (see: https://community.icann.org/pages/viewpage.action?pageId=176623357&preview=/... , page 12). The ccNSO did not formally request it (see the same report). With respect to process: To date some requests will have to be submitted and/or are granted through the ABR process, others (like request for additional travel funded slots) have to be submitted as a “comment” on the annual Operating Plan and Budget and Five year plan, and some are granted as ABR by ICANN, without an explicit request (for example Interpretation of ccNSO sessions during ICANN meetings). The goal of the proposal is to simplify the process, and make it more efficient. As all budget requests will become part of the annual planning process on which the SOPC comments, I would like to add to Irina's suggestion on having a clear process, that budget requests are: 1. Earmarked as such and 2. ICANN develops a template to facilitate the community to make these requests. For example a template like the Form developed for the FY24 ABR process (see Word version <https://community.icann.org/download/attachments/215287621/FY24%20Additional...> ) Regarding Stephen's question on how other SO/ACs feel about this proposal, there were no objections voiced during the presentation at the roundtable and afterwards Jonathan Zuck expressed his support of this transition. Do we know of which other SO/ACs have gone down the ABR process in the past, and might it make sense for us to reach out to them to find out
1. Why they felt it was necessary to go down this route, and what they were looking for with “out of band” funding? 2. Their thoughts on ICANN Org’s proposal to terminate the ABR process?

Dear Councillors and SOPC members
During the SO/AC Chairs roundtable at ICANN 78 the attached document was presented seeking our feedback. It is a recommendation to end the Additional Budget Request (ABR) process beginning in Fiscal Year (FY) 2025, and for community groups to utilize the annual operating plan and budget (OP&B) process for all resource requests moving forward.
To date the ccNSO has not made such a request, so we have no experience on this matter. Therefore, may I suggest that we decline commenting on this topic?
