Decision needed: Approval Terms of Reference
Dear all, As proposed on the 18 April 2019 Council call included for adoption the Terms of Reference for the Review Team, which is to conduct a Preliminary review of the IDN ccTLD recommended policy. Please note that after re-reading the text section 5.2 sub 1 has been slightly changed: it now reads Conduct a review of the relevant documentation referenced in Section 6 of these Terms of Reference, and other material considered relevant by the PRT. The marked text has been added to ensure that the Review team can take all documentation it deems relevant into account. Dear Bart, all, I agree with Giovanni's amendment. On top of that, I have 3 comments. (1) first sentence of section 3 : Is "The Review Team should not to propose solutions ..." a correct English? Shouldn't it be "should not be to propose" or "should not propose"? (2) section 4 begins with section 4.2, not with 4.1 (3) The terms 'WG' (Working Group) and 'Team' (as in PRT), both are used many times, confuse me. Do they refer to the same entity? Or 'WG' means the evolved form of PRT? If they are the same, how about changing the term 'WG' to 'PRT' or 'Team'? If they are different, I think the term 'WG' should be defined. Having read through this document however (and with no real background in IDNs or the fast track process etc) I am still struggling a bit to work out what exactly is going on here. I remain unsure what exactly the problem is that this is trying to fix. Could that be made clearer perhaps? Also as a general comment there are a lot of long sentences which I didn’t really understand or had to read several times to try and work out what they were trying to say. Sorry if I am sounding negative here. But I think it’s important to be as clear as we can because I’m sure many of the folks we are trying to reach out to here will be in the same position as me. The role of the group is effectively triaging the draft overall IDN ccTLD policy on what needs to be done and after this triage provide guidance on how it the updating could be done as efficiently and effectively as possible. The issues that (may) need to be fixed are multiple: Overall draft policy is outdated because of evolution of Fast Track Process, in area of confusing similarity. Related is the divergence between GNSO and ccNSO policies ( initially the structure and criteria were the same) Overall draft policy has at least one placeholder ( on variant management) that needs to be included ( also by GNSO in subpro process) Parts of the draft policy need to reviewed, on whether outdated/overtaken by events or not ( for example requirement of list) Should part of inclusion of IDN ccTLD in ccNSO be updated? Who to review? And ask for Bylaw change asap? The processes on how to fix the different issues may be differ: ultimately everything needs to come together through a ccNSO PDP to turn the selection of IDNccTLD strings into an ICANN Policy. Thank you Bart for the background – much clearer! I need I need to sit down with you at some point with lots of coffee (or something stronger) and try to understand what all these policies are. As you say there’s been evolution and there is a lot of complicated interaction between the different pieces. So in terms of the paper I think I get now what it is after. The role of the group is effectively triaging the draft overall IDN ccTLD policy on what needs to be done and after this triage provide guidance on how it the updating could be done as efficiently and effectively as possible. The issues that (may) need to be fixed are multiple: * Overall draft policy is outdated because of evolution of Fast Track Process, in area of confusing similarity. Related is the divergence between GNSO and ccNSO policies ( initially the structure and criteria were the same) * Overall draft policy has at least one placeholder ( on variant management) that needs to be included ( also by GNSO in subpro process) * Parts of the draft policy need to reviewed, on whether outdated/overtaken by events or not ( for example requirement of list) * Should part of inclusion of IDN ccTLD in ccNSO be updated? Who to review? And ask for Bylaw change asap? The processes on how to fix the different issues may be differ: ultimately everything needs to come together through a ccNSO PDP to turn the selection of IDNccTLD strings into an ICANN Policy. I think I support the intent of this initiative. Having read through this document however (and with no real background in IDNs or the fast track process etc) I am still struggling a bit to work out what exactly is going on here. I remain unsure what exactly the problem is that this is trying to fix. Could that be made clearer perhaps? Also as a general comment there are a lot of long sentences which I didn’t really understand or had to read several times to try and work out what they were trying to say.
