I have several .com names registered. I am opposed to the proposed amendment. The purpose of the ICANN and Verisign arrangement is to ensure functioning domain name registration, but mission creep continues to drive justification for additional revenue passed back to ICANN. The proposed amendment is counter to your stated mission, drives up costs, and further enriches a private company (which had $806 million dollars in net profit in 2019 at margins of >65%) at the expense of the public. ICANN is a non-profit public benefit corporation and should not be receiving a proposed $20 million kickback from a for-profit corporation that it oversees. It is corrupt to add prices by 70%. You know the only reason you are doing this because it's a fragmented market of small to medium businesses and that you can bully.

Proposed changes in the administration and pricing of .COM domains should be withdrawn. The proposed agreement was negotiated in secret by ICANN and Verisign. Verisign gains the ability to raise prices far beyond reasonable limits and could even operate through a puppet registrar to gain an unfair advantage in domain sales. ICANN should not be swayed by the extra $20 million in revenue it will gain over the next five years. This has every appearance of a kickback. With full transparency, ICANN needs to explain the exact purpose and use of these new funds. .COM domains are a public benefit. Any changes to the administration of those domains should be negotiated in the light of day with input from all interested parties. This comment is written by a real human being at a real keyboard. Absolutely absurd this increase in values without even opening a consultation for users, who in turn depend on the domains to be able to keep their businesses running on the world wide web. They are people from all over the world, who will be affected by this thoughtless measure. We urge you to reconsider and open a public consultation. Thanks. -- Att,

It looks like ICANN is intending to sell out the idea of a free and open internet to corporate profit interests. Since the $20 million pales in comparison to how much Verisign stands to make, it seems this deal not only lacks integrity, but also ambition. This amendment suggests that the sunsetting of ICANN is inevitable. Even if it doesn't trigger the switch to a more democratic alternative, it has set the precedent that ICANN is vulnerable to special interests, and at some point we'll want to use something else. Anyone concerned enough to read these comments can begin taking the steps necessary to make sure you can resolve OpenNIC top level domains, and begin migrating your infrastructure, while continuing to use ICANN only in a transition period. This seems like the best way to hedge against the risk that ICANN won't be able to structure their organization in a way that protects the idea of an internet that is free and open to all. I was made aware that ICANN's contract w VeriSign was made without input from the broader ICANN community and in a vacuum, resulting in significant pricing increases over the next decade that will negative impact my small business. Further, the lack of transparency with how ICANN will spend the $20MM received from VeriSign is disconcerting. While increases in fees is part of doing business, the lack of clarity and management of domain fees is truly worrisome and should be addressed.
