Public Comment My domain host recently alerted me to the decision by ICANN to raise rates on the .COM domains over the next 10 years. As a sole proprietor with a modest income, I find this to be outrageous. Along with the domain rate increase, I learned the new Verisign agreement includes other increases that will drive overall prices up further. Is your end goal to make .COM domains less accessible and more expensive for everybody? This move sure appears that way. With 40% of all registered domain names online being .COM, and so many of them belonging to small businesses like mine, I implore you to reconsider this deal and re-evaluate the proposed rate increases that would have a significant impact on the Internet for years to come. To Whom it May Concern, I’m writing to express my disagreement to the proposed Amendment 3 to the .COM Registry Agreement. The increase in prices affect internet users as a whole and these changes will have significant impact on the Internet for years to come. It only right that the wider Internet community besides ICANN and Verisign participate in this descision Increase in prices impacts small businesses and independent artists such as myself who are paying out of pocket for a domain. This .com cash grab increase is not ok. If you're not going to provide customers with more or better services, how can you justify raising the prices? Its ridiculous and you all should be ashamed of yourselves.

I oppose parts of your proposed Amendment 3. Specially: * I believe the allowance of a 7% price increase annually is bad policy. There is no requirement that the increase matches any increases in cost. You are offering free money to Verizon. Compounding the annual increases over a 10-year period would greatly increase the costs of basic registration to many struggling businesses and individuals while providing an unearned windfall profits for Version. * Verizon should not allowed to be a registrar. Having a competitor run the system is a very stupid idea. And why your board of evil-doers needs to be replaced. I don’t care how much backup and security you’re implementing, you are already charging too much per year to simply store a single record in a database, which is the bulk of your mandate. You don’t need to charge MORE money, because there are already a ton of businesses that would happily step in and do this for less money, and just as well. This is basically a grab at the cookie jar. I am concerned for all of the small businesses that we support, be it through just domain registration or through full-service web development and hosting. It will not only affect the bottom line for these small businesses that already don’t have a lot to spend on web sites, but also raise prices across the board for companies such as Squarespace and Wix, who are there for the people who can’t do everything themselves. We have already been subjected to a 300% increase in hosting fees due to cPanel changes in the past year, which has had to be passed onto clients, but to add domain registration fee increases too may spell the end for a lot of SMB sites with no marketing budget. I urge you to re-assess the increases in costs and lower the percentage cap for each decade considerably in order to allow them to hopefully absorb the costs. I am a registrant of a .com domain name. I am against the proposed price increase to .COM domains. No one other than Verisign want increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry – it has no business dictating the price. ICANN is supposed to govern the domain name system in the public interest. 7% increases are more than double the rate of inflation over the past 5 years in the USA. Kevin Wilson Parker
