To whom it may concern, The recently proposed amendment 3 to the .COM registry agreement is very troubling. The proposed ability to increase the price year after year for the next decade will be detrimental to people like myself. A proposed small increase would be understandable, but what is proposed is excessive. I also think the additional ability for Verisign to operate a domain resgistrar itself while controlling the majority of .COM domains gives Verisign too much power to influence and control pricing, which will come at the expense of everyone else. On it's face, when taken into account with the $20M Verisign agreed to pay ICANN over the next five years, these amendments appear self serving and corrupt. I work in IT and web development. As a small business owner myself, I deal with purchasing domain names for myself as well as clients. These proposed amendments could really harm people like me. Hello there, I am currently a registrant of a few .com domains. If the .com purpose is commercial use, it will have a negative impact on small businesses and entrepreneurs. As a young man I was able to start an online business due to the fact that that domains and other online services such as web hosting were available to purchase without having extortionate prices. If the prices were to increase this will help established businesses further monopolise the industries and not give entrepreneurs a chance. I am against the price increases to the .com domain extension. The .com domains should be available to everyone at a low price no matter how rich or poor. The current pricing is already at a high level. On top of that domain resellers charge extra, to a point where maintaining a domain is a considerable expense. I propose that you lower the current pricing, to make it more affordable. Please do not raise the .com price. Thank you Zilvinas Pikelis

I am appalled that ICANN and Verisign, organizations that have been trusted for decades to help monitor and expand the internet, have decided to unilaterally increase prices for domain names. Without so much as listening to what the effect on people would be. This will dramatically, and very detrimentally inhibit several smaller companies and individuals from effectively sharing their ideas, experience, and technology. I implore you to not continue with this decision. The internet, and information should be free to all. Not a commodity to be sold at whatever rate some greedy board members decide it should. I am a registrant of a few .com domain names. I am strongly against the proposed price increase to .COM domains. ICANN is supposed to govern the domain name system in the public interest. There are many thousands if not millions of well established domains registered to to small time independent, non-commercial individuals like me of limited financial resources who registered their .COM domains a long time ago when the choice of top level domains was severely limited. A .COM name offered the best value for us as even then there was a premium placed on other top level names like .ORG. I am aware that "non-commercial" is a direct contradiction of what ".COM" is supposed to be for. However, it has become the "default" of many registrants for many reasons. Perhaps, like me, they didn't legitimately qualify as a ".ORG" entity. Even legitimate non-profit organizations often buy .COM alternatives to their .ORG name because so many users automatically type ".com" even when ".org" would be more appropriate and would be just as functional. A significant price hike on .COM domain names would cause a great hardship for many small time independent, non-commercial individuals like me, as well as for many non-profit and philanthropic organizations. .COM price hikes are contrary to the public interest. My understanding of the role and function of both Verisign and ICANN suggest that the proposed price increases are nothing more than a means to extract more profit from the community. That is, there has not been a clear demonstration that the proposed increases are in-line with any known or expected increases in costs. Perhaps the roles of Verisign and ICANN should be folded into the government instead. Please do not proceed with your proposed increases. It will hurt small businesses and individuals the most.

The proposed changes to the Verisign, Inc. contract are likely to cause significant cost increases to registrars and consumers of .com domain names, which account for 40% of all domain names. The behind-closed-doors nature of the changes and the additional, apparently unallocated, $20 million that Verisign will be paying ICANN is highly suspicious. These changes give the appearance that ICANN is no longer following its stated non-profit mission of ensuring operational stability of the internet and promoting competition. Instead, it appears that ICANN is choosing to help one for-profit company consolidate the market and reduce competition among registrars, in exchange for $20 million. ICANN is losing sight of its supposed bottom-up consensus-based policy making, ignoring the voice of the end users and consumers it is supposed to be protecting, and is instead going further down the path of enabling and expanding corporatism. Will anybody even read this? Considering the DECLINING costs of technology, I would expect the cost of domain registration to be going DOWN. Considering there's no competition, raising of the wholesale cost of registration is tantamount to monopolistic abuse. I oppose this agreement on the grounds that Verisign is the sole 'authority' of the .com TLD. Being able to raise prices arbitrarily, without due cause and without increased competition, would not be justifiable for consumers. Hi, I wanted to raise concern about the changes to the .com contract, lifting limits on prices for domain names. I do not think your decision is in the interest of the internet community, or businesses operating websites with a .com address. Please consider that while the price increase might not make a huge difference to entities in developed countries, it might severely affect the ability of individuals and SMBs in poorer countries to create websites aimed at a global audience. Such a situation would clearly be in the interest of neither diversity nor democracy, and could only cause larger divides in the global community. Further, with the reduction of hosting cost over the last decades, I do not see how you can justify increasing prices for such a fundamental, international internet service. Hi, As a small business owner, I have a couple of .com sites which I have registered & currently operate. As regards the rule change, I think the normal rules of business should apply: - What I am getting and what does it cost? - If I don't like it, I can walk away/refuse to support the initiative The fact the .com domain operation is a currently a monopoly should mean that the caretakers (ICANN) should take even greater care to ensure that that its constituents (registrars or better, the actual .com website owners) are supporting its initiatives. Failing to do this other areas of life/business normally end up with the monopoly being broken up. ICANN: Objection: I object to Proposed Amendment 3s allowance for Verisign to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, with the prospect of additional increases, as well. Reasons for Objection: There are two reasons for my objection. First, the proposed price increases would make .COM domains less accessible and more expensive for everybody. This runs contrary to the independent, equalizing fabric of the Internetthe greatest advancement of freedom in our time. Second, along with Proposed Amendment 3, Verisign agreed to pay ICANN an additional $20 million dollars over five years to support ICANN's domain-name system initiatives. But there is no clarity about how ICANN will spend the money or who will ensure that the funds are properly spent on domain infrastructure. As this does not avoid the appearance of impropriety, it diminishes popular trust for ICANN and could subject ICANN to unnecessary governmental scrutiny. If ICANN just stays open, honest, and transparent, ICANNs trust is less likely to erode and governments will be less likely to feel the need to intervene in ICANN affairs. I, and my company, oppose the proposed contract. As a holder and manager of over 100 domains, price increases and ambiguous changes represent a huge liability for me and my customers most of all. A new open and fair deal should be reached with the concerns and interests of customers and end users in mind. This current deal is unacceptable and we will do all we can to stand against it. Please do not approve the proposed amendment. The .COM registry is hard enough for smaller companies to participate in. Raising the prices would only hamper them more. I have worked with Verisign in the past and found them to be a very difficult company to work with. I do not support them being the primary .COM registrar and definitely not for them to increase fees. I have great concerns in all these anti consumer practices from ICANN lately. Clearly the US corruption is spreading wider and wider. I hope the EU soon interferes and ensures proper consumer rights since ICANN and by extension the US clearly are a poor guardian of the internet. Who benefits from these proposed changes? I think it is a very safe bet that some folks at the top of both ICANN and Verisign are the only ones on that list.

The only entities that stand to benefit from the proposed arrangement are Verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. As a small software development company I purchase domain names based on new product ideas. Increasing the cost of .com domains will make it even more difficult to maintain our domain portfolio. Amendment 3-03 seems like a money grab to me, off of everyone that owns a domain. It seems like there is a genuine lack of visibility as to why this is needed? I know by past indications where icann has allowed registrars to sell privacy for .com addresses when many other domain extensions offer it for free. Dear Sir/Madam, As the holder of quite some domains for quite some time, I feel like letting those prices rise with the proposed rates is very detrimental to smaller parties and private parties. Making them unable to own (for now the .com domain, but many will follow) any of the more popular domain names. Essentially this proposal gives VeriSign free reign to become a complete monopoly on the .com domain at unreachable prices for anyone but the large enterprise. In the past the .com domain is the standard and this means some very old hobby projects will lose their domain since the they can no longer afford the price and we all know how important names are, changing a domain while retaining traffic is not easy. It sets a very bad precedent, and since .com is part of the “core” of the domain namespace and many others are looking to what going to happen, I feel like there should be a lot of restraint from deviating from the status quo when it might have detrimental effects on the accessibility of .com domains. I am a .com registrant and am associated with the secondary market. I am against the proposed price increase to .COM domains. No one other than Verisign wants increases in .COM prices. The current rate of $7.85 is already far more than justified. Verisign is merely your manager of the .COM Registry - it has no business dictating the price - and already makes profits at current price levels in excess of the operating needs to maintain a registry. ICANN is supposed to govern the domain name system in the public interest.
