Hello, Because *COM domains make up significant of all registered domain names* online and taking into account that, in reality, any company which has been using a domain for a prolonged period is, in fact, a hostage of its domain name. It leads to the fact that any company will be forced to pay any price to stay in business. There are significant concerns for individual users, who rely on the COM domain names as well. Increasing their price might make using COM domain infeasible for individuals. For example, I do rely on a COM domain, it is a significant part of my Internet identity, I believe that this is the case for the other personal site owners as well. ** *Increasing prices on COM domain might change the face of the Internet in a bad way.* Please, reconsider your last decisions. All the facts regarding the issue, when put together, make the ICANN look like a supporter of a monopoly of Verisign, while the received 20 million dollars look like a bribe. I am not sure why or even how you think it is remotely ethical to impose 70% increases on .com registration over the next 10 years. Moany of these names are tied to micro and small businesses around the world who rely on their digital presence to put food on their families table, clothes on their backs, and roofs over their heads. From what I have seen so far, this impending increase is purely a money grab composed behind closed doors with the proceeds going to the lucky few in the privileged room. This kind of behavior will inevitably force the hands of governments to reach in and start meddling in what has to this point, the last frontier of free enterprise. Please don't ruin this for the millions of small business owners around the world. Be transparent and upfront with your intentions and/or negate the proposed rate increases altogether. To whom it may concern, I would like to lodge my opposition to Amendment 3 and the eventual price increase to .com TLDs. Some things in life, no matter how they begin, end up transcending their origins. The .com domain names were/are the gateway to millions of ideas that simply require a couple of bucks a year to realize. No other TLD comes close in value. I understand that those in charge of the pricing feel as if they are entitled to a cut of that value. It's a simple business proposition and will result in who knows how much additional revenue. I, however, think it would be a mistake to choose revenue over raising the barrier to entry for future creators. I was once a kid who built websites before the internet became the behemoth it is today. Back then, for $10/year I could goof around and build something on a whim. I didn't have any money back then, yet this was the one space I could go up against anybody and compete. I hate to envision a world where a kid needs, say $50/year, to dabble with an idea. I know it won't be $50/year tomorrow, but slippery slopes are slippery. I hope this amendment is reconsidered. --- Matt Haliski mhaliski(a)gmail.com

Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Deals such as this are an abdication of that mandate; short sighted profit chasing at the expense of all else. Please do not adopt this proposal. Cedrick

I oppose Amendment 3 for the following reasons: The way this price hike solves any specific problem and the method by which it will is not clearly communicated. Perhaps a community-driven effort here could have mitigated this, but that was skipped. This decision was undemocratic in process, and doesn't have the democratic advantages of something undemocratically passed (an unpopular, unorthodox, but technically efficient way to protect common people without carveouts for special interests). The fee increase will make it more difficult to support and develop this open access project. Advancing technology usually brings the costs down rather the up. I’ve been reading about these new price increases of 7%/yr up to 70%. I find this quite a bit unfair to the small businessman and personal websites. No discussion. No informational releases leading up to this action. Behind closed doors between the two entities. New increases will harm and raid the pockets of all users. If there are any new procedures to enact, it should be to make the Internet safer and not so open to hackers. Please reconsider. The purpose of the ICANN and Verisign arrangement is to ensure functioning domain name registration, but mission creep continues to drive justification for additional revenue passed back to ICANN. The proposed amendment is counter to your stated mission, drives up costs, and further enriches a private company (which had $806 million dollars in net profit in 2019 at margins of >65%) at the expense of the public. ICANN is a non-profit public benefit corporation and should not be receiving a proposed $20 million kickback from a for-profit corporation that it oversees. Proposed changes in the administration and pricing of .COM domains should be withdrawn. The proposed agreement was negotiated in secret by ICANN and Verisign. Verisign gains the ability to raise prices far beyond reasonable limits and could even operate through a puppet registrar to gain an unfair advantage in domain sales. ICANN should not be swayed by the extra $20 million in revenue it will gain over the next five years. This has every appearance of a kickback. With full transparency, ICANN needs to explain the exact purpose and use of these new funds. .COM domains are a public benefit. Any changes to the administration of those domains should be negotiated in the light of day with input from all interested parties. This comment is written by a real human being at a real keyboard. It looks like ICANN is intending to sell out the idea of a free and open internet to corporate profit interests. Since the $20 million pales in comparison to how much Verisign stands to make, it seems this deal not only lacks integrity, but also ambition. This amendment suggests that the sunsetting of ICANN is inevitable. Even if it doesn't trigger the switch to a more democratic alternative, it has set the precedent that ICANN is vulnerable to special interests, and at some point we'll want to use something else. Anyone concerned enough to read these comments can begin taking the steps necessary to make sure you can resolve OpenNIC top level domains, and begin migrating your infrastructure, while continuing to use ICANN only in a transition period. This seems like the best way to hedge against the risk that ICANN won't be able to structure their organization in a way that protects the idea of an internet that is free and open to all. I am concerned for all of the small businesses that we support, be it through just domain registration or through full-service web development and hosting. It will not only affect the bottom line for these small businesses that already don’t have a lot to spend on web sites, but also raise prices across the board for companies such as Squarespace and Wix, who are there for the people who can’t do everything themselves. We have already been subjected to a 300% increase in hosting fees due to cPanel changes in the past year, which has had to be passed onto clients, but to add domain registration fee increases too may spell the end for a lot of SMB sites with no marketing budget. I urge you to re-assess the increases in costs and lower the percentage cap for each decade considerably in order to allow them to hopefully absorb the costs. Hello, I would like to voice my opposition to Proposed Amendment 3. I believe that the global DNS registration system should be run primarily as a public concern. The only entities that stand to benefit from the proposed arrangement are verisign itself, at the expense of the public. These price hikes will impact the millions of small, independent businesses and developers that rely on the system as is to make their livelihood. Further, this could prove yet another point of pressure that convinces a small business to make their online presence exclusively in the Facebook walled garden and eschew the web itself. The web, and global DNS, were envisioned to be run for the public good, and they SHOULD be run for the public good. Amendment 3 is absurd. This will effectively limit access to .com domains for low income individuals and small businesses making a socioeconomic barrier to the most reputable TLD of all time. ICANN will be the recipient of a huge kickback from Verisign and amendment 3 does nothing to illustrate how these funds will be spent to benefit the global community. This will be seen as a shady deal performed in secret to the detriment of many and the benefit of very few. It's a shame that ICANN finds this publicity inconsequential and disregards what's best for the global community. If amendment 3 passes, I will do everything I can to educate all my customers about the reputation of .COM TLD's; that they have been twisted into a cash grab scheme and are no longer the go-to TLD for businesses.
