I would like to take advantage of the opportunity to comment on the proposed amendment to the .com agreement with Verisign in order to implement the proposed 7% pa increase in wholesale registration and renewal costs over the next 4 years of a 6 year contract. While at first glance 7% may seem like a minor increase, when compounded over a number of years, the 7% increases will be substantial. The net effect will be to weaken the .com as the primary choice for domains around the world, and indirectly harm all of those who have invested in building the strength of the extension. I realize that most other TLDs are not capped but the situation for .com is quite different. Verisign did not create the .com extension, although they have been worthy stewards of it for many years. They did not take the investment risk of needing to bid and develop it like the new gTLD registries. The economies of scale of .com should make it possible for the per domain wholesale cost not to rise significantly. The contract extension was awarded without competitive bid. Most experts suggest that had it gone to competitive bid, the wholesale cost would be much less than the current cost. It is a unique situation as it could be argued that the value of a year’s .com registration might well be worth 7% more. On the other hand, holding a monopoly as caretaker of the world’s primary TLD, price increases should need to be justified on basis of need for economic viability. Having gone through Verisign financial statements, I do not think that there is any support for the need for such an increase. I therefore oppose the proposed increase. To Whom It May Concern I am a customer of the .COM domain system. The .COM domain name enjoys a de facto "default" status that encourages most new domain names to flow through to the .COM registrar, even after the introduction of the new gTLDs and country-specific TLDs. In the same way that the .ORG domain name should be managed and reserved for the enrichment of public organizations, .COM domain name should be made freely available to all people at a relatively cheap price. As we see an ever increasing amount of entrepreneurship, we see a massive decrease in the cost of compute; if anything we should see the wholesale prices for domain names lower. This should be done to make the internet more free and open, and encourage everyone to get domain names. I love domain names, and for me I would love it if domain names proliferated to the same extent as email addresses. I make a note of ICANN's vision which is "To be a champion of the single, open, and globally interoperable Internet". I do not see how increasing the price of Domain Names, which will only increase the operating costs of small business and individuals and not affect incumbent players in all markets (which the price increase will not even be noticeable). This action is completely in opposition of this vision. Please also refer to one of ICANN's Strategic Goals: "Sustain and improve openness, inclusivity, accountability, and transparency". How are you making the system more inclusive if the cost of a .COM domain name is about eight times more than what one third of the world's population makes per day? If anything, ICANN should be focusing on reducing the wholesale .COM domain price to make it more open and available. I wholeheartedly disagree with this move to make obtaining .COM domains harder. I fail to see how anyone might benefit from this other than ICANN and Verisign? This deal was made in secret for a reason, it helps nobody else. I run a few websites that have a .com They are not for profit, I'm running them to share stuff with people. If the price goes up too far, I won't be able to do that, and I'm just one of many people doing this. Sure, I could go get a .info or something, but I've already got it setup, and it would break all existing links to it. I'm just one of many people sharing information and projects out of our own pockets. Not that I expect this comment to change anything, based on how comments were completely ignored last year on price caps for domains.

I have very real issues with the changes being proposed to ICANN's deal with Verisign. First - the price increases allowed in this proposal over the next 10 years are exorbitant, and will do a lot to discourage buying of new and old domains. Second - You are giving pricing control over .COM domains to Verisign, who can also act as a domain registrar. This gives them a unique advantage over all other domain registrars, and is against every principle of a fair marketplace I can think of. Third - Why are you getting $20million from Verisign? What is that being used for? Seems like you have just auctioned off the .COM business to the highest bidder, without having any kind of open transactions. It looks very shady and unethical from the outside. In the past, when you have had an open comment period, you have just decided to ignore any comments critical to your proposals. I strongly suggest that you take public commentary into account. ICANN only remains independent as long as governments allow it to be. Rampant corruption and bad business practice, accompanied by public outcry, will eventually attract government oversight of ICANN, and in a worst-case scenario, dissolution of the body completely. The changes to the .COM agreement could result in .COM domains costing approximately 70% more than the current wholesale price of $7.85. The price increase impact for individuals is ridiculous and would likely cause some to drop their .COM, leaving the internet to big businesses. Thanks for taking our comments. Making changes to the registration fees that are not benefiting the users as much as those hwo adminsiter and are able to set their own fees seems to be a very shady sort of deal. These changes will have significant impact on the Internet for years to come, and only ICANN and Verisign have participated in this decision, making both very suspect at the lack of transparency and input from the many that have to pay the price of this agreement. Please reconsider and make every effort to be more open and have more input before finalizing any decision that will last for such a long time. There also needs to be clarity about how ICANN will spend the money, and who will ensure that the funds are properly spent on domain infrastructure. Please reconsider and consult and incorporate feedback from the ICANN community and Internet users. This will make a stronger proposal and give more authenticy to the process. They need websites to reach the world. When is enough money enough for you! There are people wanting to make a honest living that are on a budget. How would you feel if all your money was taking from you one day and you had to start over from scratch. Where ever penny counted. You never know what will be your reality one day. So before you continue thinking about filling your pockets more. Think about the benefits of this world as a whole and the effects of the changes you are making! Maybe my little voice doesn't matter. I simply see no reason why the prices for .com should be increased other than to fill the pockets of Verisign and in the end of Verisign stockholders at the expense of millions of .com registrants. What are the registrants' benefits? There is none. If the com-registry was auctioned off I am sure it could be run at even lower prices. Price increases and complexity (e.g. new gTLDs) surely does not help the domains competition with social media and other technological developments. Michael

ICANN has done an excellent job at keeping a secure and stable internet. That is incredibly important, but that's not their only job. They have dropped the ball with regard to a key core value as set forth in the bylaws of ICANN: "...to promote and sustain a competitive environment in the DNS market;" & frankly they have dropped the ball on simply being a "not-for-profit public-benefit corporation"... Imagine if only one company were allowed to provide high speed internet and 1000 other companies were offering dial-up. That one company would probably be able to charge just about whatever they wanted, unless someone kept them in check. Verisign is that company; .com is high speed internet and everything else is essentially a couple crappy modems trying to connect with a crashing static of bloopy bleeps. Verisign has been on easy street for far too long. They have no real competition. Their operating costs have been going down every year for at least the last 10 years. Their total number of employees has been dropping every year for at least the last 8 years. Their net income has increased every year for at least the last 10 years. Verisign's net income per employee is over $700,000 per employee. That is more than Apple, Microsoft, Google & Facebook. Not only is Verisign ridiculously profitable with the unending gravy train that is the .com monopoly, they also appear to have ICANN firmly in their pocket. It seems Verisign can get ICANN to essentially do whatever they please. Here's an extra $20 million, dance for me ICANN, dance! So ICANN is choosing to take $4 million more per year for ICANN for five years and Verisign gets an additional ~$1 Billion in pure profit over that span. This doesn't take into account additional increases in the .com base or further price increases later on. Domain registrants will be forced to pay as migrating to some crappy gTLD just isn't a serious option. It's a shame that what appears to be weak minded and greedy individuals are in charge of keeping the public's best interest in mind. It is surprising that those on the board of ICANN don't realize that by continuing to be beholden to Verisign they are asking for more scrutiny to their systems, processes and salaries of their not-for-profit public-benefit corporation. With a few keystrokes ICANN could save millions of registrants from continued & unjustified price increases and further, they could even help to lower those set costs by allowing a competitive bid for the .com contract. They could do this with impunity as it is not only part of their intended purpose, it is the right thing to do. Yet ICANN is choosing to increase the profits of one corporation who is already wildly profitable. The new gTLD experiment has proven that .com reigns supreme. No other gTLD is even close. It has also proven that someone else could take over the .com contract and run it while remaining profitable for an amount that is ridiculously less than Verisign. If Verisign were told they had to decrease prices 30% or the .com contract would be put out for competitive bid, they would take the decrease and consider themselves lucky that they still had the contract. One thing is for sure, at some point everyone has to face the decisions they have made in life. When they close their eyes will their decisions help them rest easily, or will they go through life looking over their shoulder always wondering when karma will catch up. Verisign's coffers are stuffed already and giving them more isn't going to make the internet a more secure and stable environment no matter how you sell it. It's very clear that giving Verisign more does not benefit the public's best interest, it in fact does the opposite. There is a saying that when it is a choice between morality and profit, profit seldom loses. ICANN may line their and Verisign's pockets temporarily as a result, but what will these decisions ultimately cost them and how long can they continue before it comes crumbling down? Dear ICANN I have always understood ICANN to be a trustworthy steward of the public resource that is the internet domain naming system. Sadly, that trust has been shaken of late. The recent changes to ".com" TLD pricing announced in January follow the very public and shameful scandal around the ".org" TLD. But to be honest, I don't think there ever will be a right time to allow unchecked, annual price increases to a public resource. I struggle to understand why are we rewarding a poorly run organisation like Verisign (which has been implicated of extreme negligence in multiple security breaches) with carte blanche to increase domain prices every year. And no, the two year "breathers" don't do anything. If anything, ICANN should be taking steps to disengage with Verisign entirely. I'm sure there are any number of well run, trustworthy organisations that would be more than happy to handle the .com TLD for a fair price. More importantly, the .com price increase is going to prevent many new entrepreneurs from starting. I understand that in the western world $12 doesn't seem like much, but in many parts of the world that is a significant investment. And while one can understand an occasional price increase, a 7% price increase each year is simply too prohibitive. As it is, the web is being consumed by the FAANG companies. It is hard enough for new players to launch something when the network effects of the internet giants kill new ideas before they get a chance to germinate. For ICANN, a non-profit to capitulate to the avarice of Verisign will be yet another fatal blow. I urge you with all my heart to give up this course of action. I am totally against an increase in fees, and in the event this goes ahead I will make sure to reduce the amount of domains more than proportionally to the percentage of price hike. I have been a domain name investor since 1998 and primarily .com - Most of the 7 billion population is just coming online and increasing the .com prices will impact in their ability to register and own domain names - 30% increase is extremely high and outrageous for the services provided by the .com registry. Current prices are already higher than many other functioning cctlds . - What is true cost of running a registry? There is zero reason for ICANN or Verisign to raise prices for any domain tier, let alone .com, as it is the most prevalently used and therefore would affect the majority of domain holders and alter the way we choose to conduct our business online. The public can and will switch to different, cheaper domain suffixes, and will continue to move for as long as ICANN and Verisign continue to sink to greater depths of greed and secrecy. I personally have six .COM domains and I won’t hesitate to switch to a .CO or .NET or even something more obscure if these price hikes go into effect. As far as the world understands, neither ICANN nor Verisign actually do ANYTHING to merit receiving a fee at all for registering a domain. Until there is any actual perceived value in whatever it is you actually provide to the public, you don’t have a leg to stand on demanding more money from us. Additionally, Verisign should not be given agency to sell domains of any level or suffix, especially when they control pricing of .COM domains to other registrars. It appears you have a history of pretending to accept public comments, only to completely ignore them. It's hard enough these days to do so, and allowing year over year 7% points increase will quadruple my costs in 4 years. 2. I oppose Amendment 3 to the .COM Registry Agreement. I believe that allowing wholesale prices for .com domains to rise 72% over 12 years, which is far more than the rate of inflation and also far more than Verisign's underlying costs of maintaining the registry could possibly increase by, will dramatically hurt the internet ecosystem. It will especially hurt small website operators, like myself, and will discourage internet users from creating blogs and personal pages, with the end result of reducing democratization of the internet. Verisign reported a 69.4% operating margin in Q1 2019, so they clearly do not need the extra revenue from this price hike. ICANN has granted a monopoly over .com to Verisign and ICANN has a duty to every internet user on the planet to carefully regulate this monopoly to prevent abuse by Verisign. The only conscionable thing to do right now is to freeze wholesale .com prices and re-evaluate 5-10 years from now. A policy that allows price increases tracking the rate of inflation (but no higher) may make sense in the future, but right now Verisign is already collecting far more from their .com monopoly than any company would be able to in a competitive market [1]. While I'm not sure what is in the works for the "bigger, better and faster" that 20 million dollars might require (!!) but I want to remind you that you have enabled many more small businesses and independent organizations, in communicating with their audiences. Some of those small entities will not be able to afford (let alone plan for) domain registration increases. This would seem a very unfortunate loss to the online world. Hello, The increase being proposed is a clear and viable threat to small businesses 31% is high considering most companies will not see growth at this rate, I understand the costs of doing and costs increase but 31% is high especially when you add the cost increases of rent,computer systems,lights,heat and wages to name a few, the cost of starting and running a business is very expensive. The proposed price hikes are unjustified to anyone but it is hugely beneficial for Verisign. removing price cap and increasing prices is a very unpopular method and can be factor to leave .com and try other options for millions of domains. I am a .com registrant and I strongly oppose the proposed price increases in .com domain names. I also represent all my clients here in Greece that are also owners of .com domain names. I am writing this comment with full knowledge that I will be ignored by ICANN. This comment period parody that ICANN has built only legitimizes their predetermined corrupted decisions. Comments, just like with .org where 3,200 comments were ignored, will once again be ignored. Verisign will get permission to print money through the .com price increases while ICANN gets some spare change from Verisign as a gift for their "services". Billions of dollars will flow from the global economy to the pockets of Verisign employees and shareholders without any real economy justification. The cost of maintaining the .com registry is going down while Verisign remains the domain name monopoly that it is. Verisign is running the .com registry at a cost of below $3 per domain name while charging $7.85. Apparently that is not enough for ICANN. $3 is already an inflated price. If the .com registry contract was put up for a public bid, as it should, then the cost would drop $2 and could even approach $1 per domain name. How does ICANN justifies a 30% price increase over 4 years on domain names that cost so little to maintain and operate? Oh wait. ICANN said that their are not price regulators. But yes they are. They always were price regulators of the WHOLESALE pricing. They are not regulators of the RETAIL pricing. ICANN was always setting a maximum wholesale price on all legacy TLDs like .com, .net, .org, .info and .biz. Only 2 months ago did it change its tune and started saying they are not price regulators. ICANN is a price regulator of legacy domain names just like every country in the world regulates the pricing of its own ccTLD. Of course the 30% price increase is just the beginning. .Com domain names will keep increasing year after year, squeezing money from unprotected registrants all over the world. Verisign's monopoly violates people's rights all over the world. I hope governments from countries all over the world get involved to stop this theft. ICANN is now working for their registry friends instead of doing their job that is protecting the public from unjustified price increases. ICANN people are just doing anything so as not to lose their bonuses and to secure their next high paying job at one of the registries they help get richer. Biggest example is Fadi Chehade, former Chief Executive Officer of ICANN, that is now consulting for Donuts that has over 200 new domain extensions and also consulting for the potential buyers of .org. ICANN removed the price caps on .org domains despite public outrage. Now ICANN is being investigated by the California Attorney General. Verisign is one of the most profitable companies in the world with some of the highest profit margins ever observed. There is no obvious reason to support carte blanche fee increases. First, there are no qualifications provided for cost increases such as increased costs. Second, giving a monopoly authorization to blanket increase rates on a continual basis with no justification, oversight or market alternatives is essentially an attack on free economy. This is all a terrible idea that benefits only Verisign. There are real long term ramifications to open and equal global internet that will be caused by this policy.

Dear people, It seems like you are looking into commercializing the internet domain names as much as possible, but that should not be your goal. You should serve the public in general and make the registration of domain names possible with the smallest of profit margins. I strongly oppose this amendment. Giving the benefit of doubt that perhaps there are some good intentions within it, granting VeriSign the ability to increase the wholesale price of .COM domains by 7% annually is ridiculous. After the first increases, the price would be 31% higher than today. Then, presumably after a two year hiatus, another series of 7% increase could be piled on top. Rinse and repeat. ICANN and VeriSign are supposed to be working for the public good, but this type of monopolistic pricing will result in less Internet availability for individuals and companies. This is definitely not in the public interest.

Dear Sir or Madame, I am concerned about this amendment to the Registry Agreement because it will affect, not just me, but any individual who would like their own domain name. I am 100% sure that no corporation will object to the 28% cost increase every six years as they earn money off their domain name and paying almost any amount would be acceptable to them. However, there are a great deal of small businesses that would see this as a burden as well as individual users out there that have purchased their own domain name and are using it for personal use, not commercial use. Several of us have multiple domain names, if for no other reason than to protect our own names from being used to run a website. I personally have about 6 that I use to protect myself and my family while also allowing my children to be able to have a domain name that is exclusively theirs. 20 year Cost analysis: $ 7.85 / year 2018 $10.29 / year 2023 (31% increase over 2018) $13.49 / year 2029 (72% increase over 2018) $17.68 / year 2035 (125% increase over 2018) $23.17 / year 2041 (195% increase over 2018) I am aware that the 7% is a maximum per year for each of the four years and, theoretically, there could be no increase or a sub 7% increase some years, however, I have little faith on this being the norm and, most certainly, CANNOT plan on it being any less than the full 7% in any fiscal plans made. I understand it would be extremely difficult for you to create a regulation that would charge businesses more and individuals less, however, that may be what is required at this time. This would leave a loophole for businesses to have an individual register their domain name, however, no corporation of any size will be willing to leave their domain names in private hands. This would also allow fledgling businesses (aka startups) to keep their costs low at first. Remember, many businesses have been started in individual's garages. You may also assume that all ".com" domain names are used for, or are supposed to be used for commercial purposes, however, this is not the case today. If this had been defined and enforced from the beginning of the internet, this would be a non-issue, however, to start enforcing it today would cause many many individuals to lose their domains. Yes, there are other top level domains they can move to, however, that doesn't alleviate the fact that they would be losing an asset they had invested much time, money, and resources acquiring. Please keep the annual fee very low or consider a more flexible charging system for the .COM top level domain that will keep it accessible to individuals and small businesses. Dear Sir or Madam. I am a registrant of a .com domain name. I think that Verisign already win thousands of millions of dollars yearly, literally, just managing the .com Registry. This should be seen as a public service. Why increase even more the domain price? Why the need to win thousands of thousands of millions of dollars more, being you just the only company that has the .com monopoly? Maybe somebody should raise the idea to OPEN the .com Registry not only to Verisign, but to more companies, so it would not be a monopoly, and maybe the price would DECREASE, due to more competence. There are a lot of .com Registrars winning less than the $7.85 portion of Verising. But Verisign is not happy with the monopoly, with the literally thousands of millions of dollars coming from the .com Registry monopoly. I guess this is a clear example of the GREED sin. I repeat, the .com IS A PUBLIC SERVICE, and if something should be done, could be OPEN de Registry monopoly, so other companies managing the .com Registry could DECREASE the .com price. As a teacher that uses my .com domain for job applications and showcasing my students work, an increase of around 30% in 5 years is egregious. I request that special consideration is given to the vast amount of individuals that register .com domains for personal purposes. .Com domains have outgrown the commercial realm to become part of any personal online presence. Please consider keeping the low fee that has made .com domains so widespread, or, at least, a legislation that is flexible enough to protect individuals’ access to online presence. What is the net affect of a world where people can’t get a domain name because it’s just too expensive to get and maintain? It puts more power into the hands of social media sites as the burden of maintaining a .com is removed. It sets the Internet on a path to where owning a .com is a luxury only for the wealthy. Please don’t pass these measures as proposed.

Hi There, I'd like to comment that I think the price increases for wholesale .coms is somewhat diproportionate and unfair and the position in which verisign finds itself is likely to be anti-consumer at best. Because they will have such a strangehold on pricing they can essentially create their own monopoly. I think this should be avoided at all costs. Dear ICANN, Because I represent children's organizations that do not have the money to hire lawyers who could engage with this process I do not have a polished or crafted amendment to propose to the Verisign Agreement. All I can say is it is utterly scandalous that .com remains the gTLD most frequently associated with the distribution of child pornography on the internet. Last year, for example, 50% of all the child pornography found on the internet by or reported to the UK's IWF was found within .com. That has been the pattern for many years. Howsoever the original arrangements were arrived at between the Federal Government and Verisign, and irrespective of how they were subsequently continued between ICANN and Verisign, these arrangements are plainly not working well enough to protect children. They ought to be changed to place an explicit obligation on Verisign to reduce the levels of criminal abuse taking place on their watch and from which they profit as a company. One obvious way, perhaps not the only way, would be to place an explicit duty on Verisign to require all of the Registrars with whom it contracts to gather accurate, verified information about the real world identities of every entity buying, renewing or managing a domain within .com. Verisign should also be required to terminate the contracts with any and all Registrars shown to be persistently failing to collect and securely store that information. I am concerned for many reasons, but it will primarily allow Verisign to increase the wholesale price to registrars for .COM domains every year for 8 out of the next 10 years, and the increases don’t stop there. This will mean that .COM wholesale domain prices can grow by more than 70% over and above current prices over the next decade. The contract also allows for other price increases, which could drive prices up further, ultimately making .COM domains less accessible and more expensive for everybody. The spirit of the world wide web is to be open and accessible. In addition to the price increases, it seems like ICANN will profit off of this - taking advantage of people who want to use this invaluable resource. There is no indication on how ICANN will spend the money and it seems very suspicious to not be transparent in this time. It is troubling that ICANN has ignored previous comments, but I hope you will reconsider this amendment. The consequences of this decision will impact the entire Internet for many years and does not seem fully fair or thought out.
