Dear Sir/ Madam I am a director of a company which is a .org registrant and a not-for-profit or non-profit organization. ICANN staff should not unilaterally impose URS in legacy TLDs when that issue is precisely what is being examined by the volunteer ICANN Working Group who has been mandated to review this issue. ICANN policy making is supposed to be a ‘bottom up, multi-stakeholder model’. I believe that legacy gTLDs are fundamentally different from for-profit new gTLDs. Legacy TLDs are essentially a public trust, unlike new gTLDs which were created, bought and paid for by private interests. Registrants of legacy TLDs are entitled to price stability and predictability, and should not be subject to price increases with no maximums. Unlike new gTLDs, registrants of legacy TLDs registered their names and made their online presence on legacy TLDs on the basis that price caps would continue to exist. Unrestrained price increases on the millions of .org registrants who are not-for-profits or non-profits would be unfair to them. Unchecked price increases have the potential to result in hundreds of millions of dollars being transferred from these organizations to one non-profit, the Internet Society, with .org registrants receiving no benefit in return. ICANN should not allow one non-profit nearly unlimited access to the funds of other non-profits. ICANN appears to be entirely catering to registries by removing price caps. I am a .org registrant. Price increase caps exist to prevent exploitation, which would be very easy to commit in an industry like domain name registration, and I believe non-profits require this protection even more. Removal of these caps would have a chilling effect on the entire non-profit industry, as many of these organizations rely on their websites to do their work, and registrars would almost certainly take advantage of this dependency to extract unconscionable profits from organizations which serve the public good. I am a .org registrant and would like to see the current fixed price model for .org domains be kept. The original top level domains create a solid backbone of the internet and have in particular .org is associated with non profits and companies aiming to better the world, to leave it open to price fluctuation is to complicate and make uncertain future of such helpful websites. I am a domain name registrant. ICANN does not seem to recognize the difference between a legacy extension created with the support of the US government, that predates the existence of ICANN and that has millions of existing users and the brand new extensions that started off with a new set of rules, in particular no price controls, and no existing registrants. They have completely different characteristics, history, and ownership structure. It is not acceptable for ICANN to ignore these differences and to propose that they be treated the same. Removing price caps is not fair to .org domain owners. Many of them have websites that they have used for years. If price caps are removed, the cost to renew their domain names may become too expensive, and they could be forced to give up websites that are important to them. The Uniform Rapid Suspension policy is too new and untested to apply on domain names that may be 20 years old or more. With the URS, the domain names could be taken down in a matter of days with little notice. ICANN should be doing more to protect owners of .org domain names. Why is ICANN trying to remove price protections for .org domain owners, so many of which are non-profits, so that they can be overcharged for their domain names?

The .org top level domain was originally designated for personal and non-profit organizations. Every year, the price goes up and up, even though the cost of every other IT service keeps dropping. I strongly oppose removing the cap on price increases. The .org registry has essentially turned into Comcast or the phone company. If they can't manage to live with "only" a 10% price increase per year, what's wrong with them? Knock it off.

Absolutely ludicrous, and counterproductive in lieu of The Global Warming Crisis. To introduce measures which would deny the participation buy ownership of 40% of the population who cannot afford to compete with Big Money when priceing caps are removed. This will pave the way for even more control of the internet through monetary dominance.And stifle the free opinions thought and speech of hundreds of millions of people.Who will be relegated to sighning on to censured domains owned by wealthy strictly commercial intrests! To whom it may concern, I am concerned about the proposal to lift the price cap provisions for .org domains. As a manager of a non-profit I know that many non-profit organizations and NGOs use .org domain names. Organizations like mine have limited budgets and can do the most good when we are able to dedicate as much of our revenue and donations to our charitable cause. Removing the price cap provisions could result in increased domain name registration fees for charities which would limit the amount of good they can do for the public. I do not support removing the restrictions in place that limit price and allowable price increases for .org domains. Pricing for Domain Name Registrations and Registry Services (Section 2.10 of the .org renewal agreement): In alignment with the base registry agreement, the price cap provisions in the current .org agreement, which limited the price of registrations and allowable price increases for registrations, are removed from the .org renewal agreement. Protections for existing registrants will remain in place, in line with the base registry agreement. This change will not only allow the .org renewal agreement to better conform with the base registry agreement, but also takes into consideration the maturation of the domain name market and the goal of treating the Registry Operator equitably with registry operators of new gTLDs and other legacy gTLDs utilizing the base registry agreement
