Call for Volunteers for the SPIRT
Steve, I read the Call for Volunteers for the SPIRT. The summary information did not appear to disclose the special requirements of the SPIRT SOI which, to the best of my recollection, mandate agreement to disclosure of client interests by name. I believe that potential applicants need to be advised of this requirement as some may not be comfortable with the SOI requirements that were approved at the Council level. In other words, we could end up with withdrawn applications if this specific SOI requirement is not disclosed. Have I somehow missed this in the announcement of the Call for Volunteers? Hi Anne, I had mentioned in a previous email on this subject that as a requirement for joining the SPIRT, the charter requires agreement to a Statement of Participation (SOP), which I believe captures the disclosure requirements. The GNSO Secretariat can provide additional information as needed, but the SOP is integrated into the formal sign-up process, so no members will be allowed to show up to a SPIRT meeting unaware of these requirements. Dear Steve, Terri and All, Thanks for the clarification provided in satisfying the concern that applicants will be significantly aware of the conditions mandating amongst others, their agreement to disclose any client interests however related. A broader concern is if we have sufficient expertise within the appointing body/ies to effectively make a balanced call on the SPIRT membership composition and where there may be perceived gaps how such will be remedied. It may help to not only make final selection cuts public but also provide guidance on how such determination(s) were made. Dear Lawrence, Thanks for your message. Per the charter, the SPIRT will operate under an open membership model (i.e., not a representative group), so it is not necessarily dependent upon appointing groups. Note, there is a provision in the charter for the SPIRT to seek “Expert Contributors” for certain topics, when there is inadequate expertise amongst the SPIRT membership. Thanks Terri. As you know, at least one person signed up without being asked for a Statement of Participation. I am not surprised by this since the Call for Volunteers does not actually mention this requirement directly, which it should. I understand the sign-up process has now been rectified, but honestly the Call for Volunteers should be amended to state the requirement so people know before signing up (and without having to read the Charter to determine this.)
